I have finally managed to get the cars installed, there may be other quicker ways but this worked for me then all of the other methods above failed:

Step 1. From the Workshop, go to About tab
Step 2. On the About tab, click on My Files drop-down and select Subscribed Files
Step 3. Click the Unsubscribe From All button, and accept the warning that this cannot be undone. (Note this will get rid of all your subscriptions and you will have to re-subscribe to each mod after Step 4.
Step 4. Launch rFactor 2 and you will find all the purchased rFactor 2 content will be already downloaded and will successfully install.

All of the issues I had were related to the Global Endurance Cup 2019-20 by haasje33.

Here is my solution to get Porsche 911 GT3 Cup installed. It worked for me. Create a folder called "Porsche_Cup_GT3_2018" in Steam\steamapps\common\rFactor 2\Installed\Vehicles.

Currently, I have these two files that would not install via the rF2 package installer: Porsche_Cup_GT3_2018_v1.32.rfcmp and Porsche_Cup_GT3_2018_v1.33.rfcmp. Those two files need to be decompressed. QuickBMS is a program that can unpack .rfcmp files. You also need to download the rfactor2.bms file from the QuickBMS website. Take the two files that are unpacked from Porsche_Cup_GT3_2018_v1.32.rfcmp and place them in a subfolder named "1.32" inside the Porsche_Cup_GT3_2018 folder you created as stated above.

Take the two files that are unpacked from Porsche_Cup_GT3_2018_v1.33.rfcmp and place them in a subfolder named "1.33" inside the same Porsche_Cup_GT3_2018 folder.

If you have the "Porsche_Cup_GT3_2018 v1.00CCS" skinpack, that should now install properly the next time you start rF2.

UPDATE: I removed the old 911 1.3 carrera cup and then I could install it correctly under the Porsche tab.
