Guidelines
• Size limit per Speechbank: 3MB.
• Size limit per sound clip: 300KB.
• Length limit per sound clip: 3 seconds.
• Accepted formats: ‘MP3’ or ‘WAV’.
Creating a Speechbank
1) Load up the Worms™ Clan Wars: Speechbank Editor.
2) Click File > New Project.
3) Type a name in ‘Speechbank Name’.
4) ‘Output Location’ is where you want to export your Speechbank before publishing it. This can be anywhere you want, for example, the Desktop.
5) Use ‘Import Sound Files’ to select your ‘MP3’ or ‘WAV’ files. You can select as many as you want. You will notice they appear in the column marked ‘Imported Sound Files’.
6) Pressing ‘Play’ will give a preview of your selected ‘Sound File’.
7) ‘Sound Events’ is a list of all the sound files you can replace with your own.
8) To replace a ‘Sound Event’ with your own, drag an ‘Imported Sound File’ on top of it, this will change the colour of the ‘Sound Event’.
a. Red - This event does not have a sound file assigned to it.
b. Green - This event has a sound file assigned to it.
c. Yellow - This indicates a recently changed event.
d. Grey - The user has chosen to have no sound file assigned to this event.
9) If you drag a file onto the wrong ‘Sound Event’ you can undo the change by Right Clicking an event and then ‘Revert’.
10) Fill in as many ‘Sound Events’ as you want. The rest will use the default Classic Speechbank.
11) Once you have finished click ‘Build Speechbank’ to export the Speechbank to your chosen ‘Output Location’.
12) If you want to save the Speechbank project for editing later you can click File > Save Project.
Publishing a Speechbank
1) Load up the Worms™ Clan Wars: Speechbank Editor.
2) Click the tab labelled ‘Publish Speechbank’.
3) Select a ‘Preview File’. This is a preview image of your Speechbank to be displayed on the Steam Workshop page; it can be either a ‘JPEG’ or ‘PNG’ and should be 512 x 512.
4) Write a description of the Speechbank to give an idea of what the Speechbank will be like.
5) Use ‘Asset File’ to select your exported Speechbank. It will be an ‘UGA’ file that you saved using ‘Output Location’ in the ‘Build Speechbank’ tab.
6) ‘Visibility’ will set the Steam Workshop visibility of the Speechbank; Public, Private or Friends Only.
7) To publish the Speechbank you must agree to the Steam Workshop Terms of Service.
8) Hit ‘Publish’ to finish. If successful, the file should appear in the box ‘Published Files’ and you will be taken to the steam page where your newly uploaded Speechbank is.

For anyone who attempted to use multiple sounds per event, the fev file Worms Clan Wars has doesn't allow more than one sound per event for workshop speechbanks, so the only way to have multiple sound effects is to essentially remake the fdp file from scratch to include more than one instance, which would be a shitton of work, you are honestly better off playing Armageddon or Reloaded.

Is there a way to play with your voicebank WITHOUT posting it to the workshop? I am trying to play with it to test things out.

So i published it, downloaded it, and was I suppose to choose "classic" from the speechbank list in game? I tried that and nothing so far

Don't even dare to waste your time doing this.
It might be fun, unless you finally come to the point where you want to build your Speechbank.
Somehow, sound files which are clearly shorter than 3 seconds are being recognized as longer than 3 seconds, which is ultimately frustrating.
