Every state has its own rules regarding trailers. Here is a list of which trailers are allowed in which states. Updated for Montana/1.45

Introduction
Every state in ATS has its own rules for trailers. Some trailers, especially the longer, articulated ones, are only permitted in a few states.

I got all this information directly from the game, by owning a garage in every state, and then buying a trailer. If a trailer is permitted in a state, it can be placed in a garage in that state.

I will add information about new states from new DLC once I can actually buy them.

No mods or workshop content were used. This guide only applies to the base unmodded game.

Exceptions:
  • Lowboy trailers count as special transport and can be used and stored anywhere.
  • The 53 foot triple axle container carrier is not allowed in California.

As you can see, California is a bit odd when it comes to 53 ft trailers. They are permitted, as long as the trailer's turning radius is small enough. In practice, this means that spead axles and sliding tandems set all the way back are forbidden, as is the 53 foot triple axle container carrier. Everything else is fine.

All single trailers shorter than 53 ft have no restrictions, regardless of tandem or spread axle setting.

The 1.36/Utah update removed the 28 ft doubles, I guess they got merged with STAA doubles. Also, B-doubles and turnpike doubles now have a variant with an additional axle, but this doesn't affect where you can use them. B-doubles can now be used in Nevada.

The 1.39/Colorado update also added custom lowboy trailers. These can always be used in any state since they count as special transport.

The 1.45/Montana update seems to have made no changes to other state. In Montana all trailers are allowed. There is a new branded trailer DLC but I don't have that so I haven't been able to test it. I'm assuming that the length and wheel configurations determine the restrictions, and not the brand of the trailer.

New DLC regions will be added once I can buy them.

To be honest I'm not sure. I got this information just from trying out different trailers and seeing in which states the game lets me store them, so it may not make complete sense for real trailers.

I suspect it's about turning radius, but the rules might also be based on how the trailer's weight is distributed over its axles.

Maybe if you have the trailers with lift axles, when you're doing a job that starts or ends in California, you're only given loads light enough so that the axle is always lifted, so it doesn't affect the turning radius.

I'm taking a look at the 3 and 4-axle versions of the 53' trailer, and if we count the lift axles in for those, the kingpin-to-rear axle length is greater than 40'. Do we exclude lift axles when calculating the KTRA length?

Could be, if it's a change introduced in the Texas DLC. I haven't bought that DLC yet.

From my observations, TX is the same as AZ. I see it doesn't allow any doubles larger than STAA but does allow 2-axle rear, 2-axle spread, and 4-axle spread 53'.

Feel free to verify as IIRC the trailer purchase screen will list valid states for a configuration regardless of whether you own that state (unless the trailer is valid everywhere, then it won't list any states).
