Some little tips on how to unlock various things in the game such as icons, colours and the other two characters.

1. Profile Icons
Profile icons typically unlock when you play a character a certain amount of times in Arcade Versus or Online mode.
You can also unlock a new icon when you complete 5 of any given characters' trials getting you an icon based around them (such as a sunburst insignia for Kyo or the red-and-yellow pattern on Billy's bandanna for his.)
Chibi character icons can be unlocked when you beat Time Attack as that respective character.
2. Colours
When you play as a character every 10 times in Arcade, Versus or Online mode, you unlock a new set of colours for use in Customize mode. You'll get 5 new colours for every editable section for every 10 times you use a character.

Picking different outfits for certain characters (Like Kyo's alt outfit or Takuma's mask) doesn't matter, you can pick any look and colour you like to do this. Furthermore when you unlock a new set of five colours, you will also unlock said set for characters alternate outfits as well.

However EX Kyo and Iori and Mr Karate have their own separate customization table. This means that, for example, even if you do play normal Iori 10 times to unlock a new colour set, you won't unlock the extra colour set for EX Iori at the same time.
3. Billy and Saiki

The main two unlockables for this game are Billy Kane and Human Saiki.

To unlock them both, you must play Arcade mode and do a certain number of Target Actions each round. Target Actions are the bits of text telling you to do such-and-such like "Hit the opponent with a DESPERATION MOVE"


They look a bit like that.

BILLY:
Perform 2 target actions each round

SAIKI:
Perform 5 target actions each round.

What I mean by "each round" is, for example when you start Arcade mode on the very first match, perform 2 target actions, then beat the opponent. Then on the next opponent, do 2 target actions again and repeat. It doesn't matter how many you do. Just don't overdo it and accidentally pull of a 3rd one if you're after Billy.

That said, the requirement is pretty flaky as I've got reports of people meeting the requirements for one of them and either getting the other or none at all. It might depend on the time but otherwise they generally work most of the time.

If you did it correctly, after the 3rd stage, you'll get the "HERE COMES A NEW CHALLENGER" prompt and either Billy (if you did 2) or Saiki (if you did 5) will face you on their own. Beating them will unlock them and get you an achievement for each of them. You can only fight one on each Arcade playthrough.

It's easy enough to get Billy in a regular playthrough, since you wind up accidentally doing target actions all the time as is.



If you see any of the above situations, you did it right.

As an extra note, even if you do manage to get to Billy and Saiki, you'll still fight Ash as well after the 4th stage if you fulfill the conditions to fight him.

Billy and Saiki are in the top-center row of the character select screen on both sides of Ash.

Sadly, there's no way to unlock Boss Saiki or Dark Ash outside of hacking.

As for Target Actions, here's what most of them mean. I tried to copy them from how they're written in game so don't worry if they read a bit odd, SNK are known for their old-day odd English.

*PERFORM 3 ATTACKS OF NORMAL HITS
Hit the opponent with 3 normal attacks. Standing, Crouch and Jump attacks count. They don't have to combo and it'll count even if the opponent manages to block
*3 HIT COMBO
Perform a three hit combo. This is simple as well. For example, Kula's got an easy one, close HP, let the second hit go, then do One-Inch (Forward + LP) and that normally does it. Another example is with both Kyos, HP then Down-forward and HK. This HAS to hit, the combo counter has to register it.
*PERFORM 3 FORWARD OR BACKWARD ROLLS
Press LP+LK at the same time to do a Roll move. Do this three times. Easy.
*PERFORM 3 JUMPS
Also self explanatory.
*HIT THE OPPONENT WITH A SPECIAL MOVE
Eas enough. The AI won't move too much. Terry's Light Burn Knuckle is fast but you'll get this right even if the opponent blocks it.
*PERFORM A DRIVE CANCEL
This is slightly trickier. You need to have the green Hyper Drive gauge above your power meter at least half full to do a Drive Cancel but you can't be in HD Mode. Just perform a special move, then at the right time, perform another special or EX special. One example is EX Iori. Do his Oniyaki up close (Forward Down, Down-Forward + Punch) then quickly do the input for his Yami Barai (QCF + Punch) or the first hit of his Aoi Hana (QCB + Punch) to do this. The second special doesn't even have to hit. Just keep in mind that some specials can't Drive Cancel.
*HIT THE OPPONENT WITH AN EX SPECIAL
Another easy one, just do a fighter's EX Special move. Its usually the same movement as the normal special but with both attack buttons (such as Ryo's EX Ko'oh Ken being QCF + both Punches) and once again this'll even be achieved if the opponent blocks it so long as it hits them.
*HIT THE OPPONENT WITH A DESPERATION MOVE
Use any of your character's supers, but they must touch the opponent whether or not they block. Some Desperation Moves are weird about the target actions detecting them. Ryo's Ryuuko Ranbu, for instance, only triggers the target action as the last hit connects. EX Iori's Maiden Masher, however, triggers it as he grabs the opponent. I'm not sure if the target action counts if it is accomplished as the opponent is KO'ed, so keep that in mind if you need to hit them with a Desperation Move when they have a sliver of life left.

Performing these correctly gives you a boost to your Power and Drive meters which makes doing the next one easier. It also allows you to do some mean combos you can't do otherwise.

The difficulty level doesn't matter here but the timer does.
4. Gallery things
IMAGES:

You unlock new images of certain characters when you play as them for the first time. Its usually an image of their main KOF XIII artwork as well as their picture on the WINNER screen. You also get Boss Saiki and Dark Ash's images when you beat them in Arcade.

You can also unlock certain ending images if you beat the game with certain teams (For example, there's a bonus image for if your team is normal Kyo, K' and Ash.)

Billy, Saiki and the EX characters have their own ending pic but they must land the final blow on Dark Ash to unlock them. (If you have a team of all EX chars for example and finish off Dark Ash using Mr. Karate, you'll only get Mr. Karate's ending image.)

As for the other, special team ending images, here are all the special combinations.

MOVIES:

Movies are unlocked in Arcade and Story mode. You'll get those easily enough. You need to play as proper teams to get certain endings (For example, to get the AOF team's ending you have to play as the proper AOF team, Ryo, Robert and Takuma. I'm not sure if a team of Ryo, Robert and Mr Karate will work.)

To get Ash's ending however, he must be the one to finish off Dark Ash in arcade mode. And to get the Bad Ending you just have to do as badly as possible in arcade mode.

SOUND:

The SOUND Section is a basic sound test that lets you listen to music or even character voices. When you unlock Billy and Saiki you get their normal and Type-B music themes and voice sets as well. Type-B music themes can be selected from the Options menu and are mostly comprised of music from KOF XI though with some exceptions, as the Women team have their theme from KOF 2003, Kim's team has the KOF 96 Korea team theme, EX Kyo has the Neo Geo AES version of his KOF 2000 theme, Iori gets the AES version of his KOF 96 theme and Mr. Karate gets an arranged version of his AOF1 theme. Billy gets Geese's famous theme (KOF version "Stiff Shoulders for Geese") and Saiki gets a remix of "Fate", his boss form theme.

INVITATION:

The INVITATION section is a huge image of Mai Shiranui surrounded by a load of chibi versions of everyone who's starred in the Ash saga games from 2003 up to XIII (Since you can spot guys like Duck King, Jyazu, Kusanagi, Shroom and Rimelo if you look hard enough.) Bits of the Invitation image are filled in slowly as you earn your first 30 achievements in single player mode. Multiplayer achievements do not count toward it.
5. Story mode
How do I unlock 100% in story mode? *Complete*

Play all through all the 3 routes in the Story mode including all the split routes. You will get almost all the scenes automatically. Below are the scenes that are team specific.

To unlock story scenes 10 and 11, you have to start from scene 8. When you select teams, you have to select either Team Japan or Team Yagami (choose inside the stadium) to get scene 10, or select either Psycho Team or Women's Team (choose inside the stadium) to get scene 11. Elisabeth, K', and maybe the Ikari team activates scene 9.

When you have 97% story completion, just start from scene 29 to get scene 30. (Credits to AmedoS310)

In order to unlock Billy and Saiki, you must make sure that time isn't on the infinite setting. I was stuck for a bit, but tried it out. Worked like a charm.
