Methodology and Important Info
This section will detail how I gathered this data, as well as some information regarding how it will be presented.

To find these figures, I screenshotted each character's stats screen and counted the pixels in paint. Sounds stupid but luckily enough, each stat bar is exactly 400 pixels long from end to end at 1440p resolution. This made it very easy to measure the base stats of the characters as well as the stat changes attached to parts.

Keep in mind the smallest increment that a stat can increase or decrease by is 10 out of 400, or 1 out of 40. THIS EFFECTIVELY GIVES EACH STAT A SCALE OF 40 POINTS. THIS GUIDE WILL REFER TO EACH STAT ON A SCALE OF 0-40.

The stats control the following variables:

Acceleration: How long it takes to reach top speed.
Boost: The duration of boosts.
Defense: How long it takes to start moving again after being hit by an item or obstacle.
Handling: Sharpness of turns. Also affects degree of control while drifting.
Speed: Top speed.

This section will list all base stats (stats without using any parts) for all characters.

Part Stats
This section will cover the stats attached to the parts.

Like characters, parts are split into three types: power (the lightning bolt), speed (the speedometer), and handling (the steering wheel).

Please note, FOR ANY GIVEN PART SLOT, THE STAT CHANGES ARE IDENTICAL FOR ALL CHARACTERS. THIS MEANS THERE ARE EFFECTIVELY ONLY 9 PARTS IN THE GAME.

Also, there is NO set bonus for using all parts of the same type. Legendary parts do not have any stat differences from the normal parts.

Effective Stat Ranges
Though I am presenting the stat values in this guide as having a value from 0-40, in reality it is not possible to reach these values (with the exception of Defense which can reach 40). In this section I will list the effective stat range for every stat in the game so that a more honest comparison can be made between their highest and lowest achievable values. I will also list the maximum amount that parts can affect each stat's value.

Facts you should read
Just some interesting facts that I think are worth looking at:

-Sonic/Shadow, Chao/Eggman, and Knuckles/Vector all share the exact same stats. This means that, barring any invisible stats within the game (or hitboxes), these characters play identically.

-Front power/wheel speed, front speed/rear handling, and front handling/rear power parts have opposite stat spreads. This means that equipping both at the same time will have no effect on your character's stats.

*shows up 3 years late to the guide*

According to the game's internal XML sheet, these are the breakout of the stats for each part:

https://pastebin.com/NzdmUpXw

Had to put it in a Pastebin cause the dang thing is way too long.

What I've noticed is that Vector has a +10 innate to his Boost and Defense, while each Cart has a completely separate array of internal states. For example, Power has...

<Handling>10</Handling>
<Accel>0</Accel>
<Speed>20</Speed>
<Boost>30</Boost>
<Defence>30</Defence>

Thus, with Vector's perfect 70 possible defence plus the base Power cart being +30, we have the 100 stat as the highest possible maximum. Which makes sense, but at least we have proof that 100 is a perfect stat now.

The devs clearly valued Acceleration and Handling twice as highly as the other characteristics. If you count each point of Acceleration and Handling as actually worth 2 points, then all parts have a net score of 0, all speed characters have a score of 144, all technique a score of 188, and all power a score of 108.

It's not a 30% increase in max speed. It's a 3 kph increase over a max speed usually around 50 kph. Which means a 6-8% increase over your max speed.
This bonus caps at 30 rings.

Actually, you CAN reach 40 in the defense stat with Vector. It's the only exception to your rule.

Hmm... What do stats become during Team Ultimates? I know Speed and Handling get buffed through the roof, but what else?
Evelyn (rat) May 28, 2019 @ 11:14pm
@Metalshock, Defense impacts how long you are stunned for after being hit by wisps or major track hazards, and how much you are slowed when hitting minor track hazards (the ones Power types can smash through).
Metalshock May 26, 2019 @ 11:40am
If you could, I would like to know what each stat means. Specifically defense. Acceleration, Boost, handling and speed are all pretty straight forward, but I'm not sure if Defense means how quickly you recover from being hit with a Wisp, your "Weight class" (from Mario Kart) that means it's harder for other cars to just push you around -without- wisps... or both, I guess. It's the only stat I'm unsure of.

I wish there were some visual examples as my primitive ape brain is struggling with understanding which parts are which designation in the part stats section.

This is actually a pretty good guide.
