My particular pick would have been Chaos Zero, who I think works quite well on the Blaze/Silver team, who both have a certain mysticism to them.

Charmy or Tikal would have worked in the rearranged teams, but they simply aren't liked enough to warrant their inclusion in the game.
Like, Tikal, Chao and Chaos would make perfect sense, but then you'd be including Tikal purely for the sake of completing the trio, rather than fan popularity.
Although, admittedly, I think Cream was probably excluded for this reason."
