This is the Versetti Estate or the Diaz Mansion from Grand Theft Auto: Vice City.

ACHTUNG: 585373 Blocks!!!

Here are a few simple steps how to spawn it.
1) Download the anti-gravity mod. For example: https://steamcommunity.com/sharedfiles/filedetails/?id=1425960226&searchtext=gravity
2) Create a flat world.
3) Turn off gravity.
4) Make sure you turn off gravity
5) Spawn it on lift. (Just wait. A minute, two or ten... IT WILL APPEAR(I promise))
6) Remove the lift. (Game may freeze !!!)
7) Wait a few more minutes.
8) See how it hangs in the air.
9) Attach it to the ground. (Game may freeze !!! One more time ...)
10) And a few more minutes.
11) Congratulations, you finally did it.

Do not do anything while it is trying to spawn. Don't alt + tab the game, don't build anything, don't move, make some tea and watch a movie, and after that return to the game.
