REAL FIX

exit steam turn off all access to internet , access ccleaner enter view all files go to open folder on any file with app data in its name .

once that is done browse to

C:\Users\AppData\Roaming\Warner Bros. Interactive Entertainment\LEGO The Lord of the Rings
BACKUP THIS FOLDER
then delete this folder and restart steam in offline mode and start lotr and play.

this worked for me hope it works for this wont affect your SAVE GAME BTW

Turning off V-Sync fixed it for me
