I also found that if you use either KoTR or Lucky 7s against him in Mideel (both ARE obtainable at that point), he will spawn straight over Cosmo Canyon. Then if you hit him once, he flies off, but then respawns at the same place for the final battle.
Ultimate Weapon can of course wait over either of these areas.
If you want Cloud's Ultima Weapon before Midgar Raid, it's best to start chasing down Ultimate before you fly over the Northern Crater (even if Ultimate waits over Midgar, you can still engage him).
Of course, saving before you do any of this, and bombing Ultimate with powerful Limits (Meteo Rain, Doom of the Living, etc), will vastly decrease the odds of Ultimate waiting over Northern Crater or Midgar.
Also, you can learn Shadow Flare E skill, and survive as well, by equipping Reflect Ring (or casting it yourself). Otherwise the person will probably be killed outright, and miss out on EXP and AP (they still learn the E skill though).
