Report a translation problem
I believe you've experienced a bug, maybe the game considers an endurance scenario with settlements same as On The Edge.
You could report it to 11bit, but i don't think they will adress it.
I just wanted to share my experience on one achievement.
I was looking to do "Hi Marek!" and started a endless mode in serenity on the "Crater" map. When you start, the game ask you to pick a name for your city. Out of curiosity, I wrote "New London" and apparently I got the achievement "You Had to do it..."
Don't know if it's a bug though
"Slave Driver" and his counterpart "Endless Slave Driver" are not secret achievements, since their requirements are well visible.

I finally succeeded as follows: my first investigation was a failure, in my second investigation they found the culprit (I arrested him) and in the third investigation the guard died. Soon after, I used all the skills possible to increase my hope to the maximum (use again as soon as possible). And that is the difference, your hope must be high in the period between the death of the guard and the next notification of the event. If their hope is low, the population will kill the thief.
