Vice City Multiplayer 0.4 - Come play!

Vice City Multiplayer (vc-mp) is a mod created by a small group of programmers with the intention of adding multiplayer support to Rockstar Game's title Grand Theft Auto: Vice City. The mod is very similar to another mod San Andreas Multiplayer (sa-mp) for the games sequel Grand Theft Auto San Andreas. This mod is compatible with both the Steam version and retail version of Grand Theft Auto Vice City and is completely free to download. It offers a variety of features to provide the player with an enjoyable multiplayer experience including:

Client:

- Synchronised player to player actions such as onfoot movement, weapons, player damage, vehicle movement, vehicle damage and ingame player animations.
- Server browser
- A variety of servers already available for players to play on covering the whole of Vice City including deathmatch, team death match, roleplay and cops and robbers.
- Ingame hud elements such as chatbox, scoreboard, screenshots, player nametags, healthbars, console and network statistics which can all be customized to your liking such as sizes, colours and fonts.
- Supports STEAM and RETAIL versions with a self updating client.

- Dedicated servers for both Windows and Linux supporting up to 100 players per server with the ability to customize your server including player spawns, vehicle spawns and game mode.
- Utilize the squirrel programming language (http://squirrel-lang.org/) to create scripts for servers to provide even more customization and create your own game modes such as deathmatch, roleplay or racing.
- Server support for custom weapons, vehicles, map objects, sprites and even shoutcast streams. Design your own maps and import them to your server for players to use.
- Supported server administration. By use of scripts allow players to administrate the server by kicking and banning unwanted players manually or automatically. e.g: average ping, frame rate and cheat detection.
- Anti-cheat support against trainers, cleo mods, asi and other injection methods.

I bought Grand Theft Auto Vice City on steam and can only play it in single player mode, I was able to install the multiplayer addon from http://www.vice-mp.org and the installation went smoothly.
The problem is still that it cannot connect to a server from the list. Is it the Steam version of vice city.exe?
