1. sky road near the hall of heroes

on your way to finding the shock jockey vigor, you might find the first cipher. it's inside the bathroom of the bar, before you take a sky rail to the hall of heroes building.

the code book is across the street from the bar, in the ticket building. inside the main room is a large cannon on a pedestal. the code book is hanging inside the mouth of the barrel.

the cipher will inform you to go to the adjacent bathroom in the bar and activate the coat hanger with the hat on it, which opens a secret wall directly in front of it.

2. plaza of zeal, in finkton

the cipher is hidden in the clock shop, in the back alley next to where you enter the plaza (on the right).

the code book is in the basement of the good time club. just past the stage and down the stairs is a room with a large burning furnace, the code book can be found on a stack of crates with posters for chen lin's store on them.

the cipher will tell you to activate the broken clock, directly to the right of the cipher.

3. bank of the prophet



the cipher is in the room that has "hoarder" written on the wall, with a restrained dead man propped against the desk. the room can be found down the left hall from main vault door (if you are facing the vault door).



the code book is in a back room of the basement of hudson's store. the store is just beyond one of the large locked gates by the market district. the store is distinct for being in a somewhat darkened and secluded alleyway area, and also being thoroughly destroyed with burning curtains on the front and broken walls inside.

the cipher will tell you to use the typewriter at the desk in the same room as the cipher.

Hudson's Store is between the Market District and the Financial Distrct signs, right when you see "The Founders Will Bleed" written on the wall in blood.
