Pop approval rating / political power fix

描述
Fix to pop political power weights affecting pop approval rating calculation.

This fix works only with pops affected by happiness - all pops that don't have happiness (drone, robots, nerve stapled itp.) caused whole new sets of problems and this mod dont solve them, sorry.

@Kepos I doubtful that this is caused because of this mod - it has literally 4 lines that change values of existing variables, there is no additional operations for a game in this mod.

Encounter stuttering on every 2nd day of a month. Is there a noticed bug with this mod?

@Random Players This is very simple mod - I have not tested it with different empires. It is possible that you will find the answer in the topics listed above.

How does this interact with Machine Empires? Normal with Amalgamated and Servitors with Bio Trophies, specifically?
