Intro to Graffiti Souls

Graffiti Souls are collected in order to unlock hidden graffiti tags in the game. The easiest way to collect Graffiti Souls is to hunt them down in the "JET Technique" game mode, but you can add bonus point to your stage score if you collect them during story mode. Every character, including the secret characters have their own small, medium, and large tags. Consequently Graffiti Souls #1-10, #31-44, #65-78, and #99-102 can only be unlocked by unlocking the respective character that tag belongs to.

Now for the entire list organized by level.

Shibuya-cho

GS#:    Area                Specifics

12      Shibuya -           In the middle of the street
        Hill area

13      Shibuya -           On a roof top, to the right of the bridge
        Park area           (the same side as the park will be to you)
                            Grind the rail and jump onto the roof to
                            get this Graffiti Soul.

14      Shibuya -           Inside a little sign (near the small
        Hill area           staircase) in the reed-paved area.

15      Shibuya -           On top of the road signs, get on to the
        Bus Terminal        roofs of the bus shelters and jump to reach it.
                          
16      Shibuya -           In mid-air over the road. Jump onto a truck
        Park area           or bus to reach it.

45      Shibuya -           Near Car/truck tags. just grind the rail
        Bus Terminal        and jump off at the end to reach it.

46      Shibuya -           Like number 12, just lying in the street.
        Hill area

47      Shibuya -           Jump between the park and incomplete
        Park area           highway to reach it.

48      Shibuya -           Grind down the small set of stairs and jump
        Hill area           off at the end to reach it.

49      Shibuya -           Under the airwalk, jump on a lorry to reach
        Bus Terminal        it.

50      Shibuya -           Grind the crane with enough speed and jump
        Park area           off the end to reach it.

79      Shibuya -           Under the airwalk, jump on a truck to reach
        Bus Terminal        it.

80      Shibuya -           Drop down from where the 2 XL tags
        Park area           are (Grind the crane to get to the roof) onto a
                            roof to collect this one.

81      Shibuya -           Jump over the half-pipe from where you
        Park area           collect number 80, and go through the gate.

82      Shibuya -           On top of the roof of the Ichiban TOP
        Hill area           building.

83      Shibuya -           On top of traffi signs (near the park).
        Park area           Grind up the staircase, jump the gap and
                            land on top of the signs (difficult w/o Noise Tank).

Kogane-cho

17      Kogane Dump              Grind the wall at the top of the dump
                                 and jump of the end to get it.

18      Kogane -                 On the big wooden bridge near the water, on
        Residential area         the right (as you face the houses) you
                                 should see it, grind and jump to get it.

19      Kogane Sewers            Inside a secret passage covered up by boxes
                                 at the bottom of the map.

20      Kogane -                 On the big wooden bridge near the water, on
        Residential area         the left (as you face the houses) you
                                 should see some girders and rubble. Grind
                                 on top of this to reach a little island
                                 with number 20 on it.

21      Kogane Dump              Inside the building, at the top jump across
                                 from one platform to the other.

22      Kogane -                 Down alley right hand side, Grind the pole
        Residential Area         followed by the cable to reach it.

51      Kogane Sewers            In the air, jump from the rail in the
                                 center of the level to reach it.

52      Kogane -                 Inside a house on the lower level (on the
        Residential area         left-hand side as you look at the map).

53      Kogane -                 In mid air, jump from one of the buildings
        Rooftops                 to get it.

54      Kogane Dump              Grind the telephone cable going across the
                                 pit.

55      Kogane -                 Down the left-hand (as you look at the map)
        Residential Area         alley. You need to crash through some boxes.
                                       
84      Kogane Sewers            At the bottom of the level (underneath the
                                 trap door) where Poison Jam start on Kogane
                                 Circus.

85      Kogane -                 On the left hand side of the map, jump off
        Residential area         fence to reach it.

86      Kogane Dump              On the roof of the warehouse.

87      Kogane -                 Behind the Rokkaku oil tank.
        Residential area    

88      Kogane -                 Near the big set of stairs (where you start
        Residential area         on "The monster of Kogane"). Wall ride to
                                 reach it.

89      Kogane -                 About halfway down the roof tops on a
        Rooftops                 telephone wire, under a roof. This one is
                                 hard to see!

Benten-cho

GS#:    Area                   Specifics

23      Benten -               Floating in mid-air above the road, jump
        Airwalk-area           on top of a truck to reach it.

24      Benten -               On a fenced off roof-top, near the railway.
        Backstreets            Grind the telephone cable and jump onto the
                               roof. Very difficult.
25      Benten -
        Circular area          Inside the pink octopus.

26      Benten Subway          In the middle of the subway (watch out for
                               trains!). Wall ride to reach this tricky
                               Soul. This may take a few attempts!

27      Benten Subway          In the subway station, grind the wall and
                               jump to reach this very difficult Soul.

56      Benten -               Grind down the big spiral and jump off at
        Backstreets            the end.

57      Benten -               At the top of one of the walls. Grind down
        Circular area          the cable going towards it jump off into
                               the wall, ride it and jump to reach this
                               Graffiti Soul.

58      Benten -               In mid-air above the street, jump off one
        Neon Street            of the roofs to reach it.

59      Benten -               Jump off the highest Airwalk to reach this
        Railway Area           Graffiti Soul.

60      Benten -               In a tree, you should be able to see the Graffiti Soul;
        Airwalk area           jump off the rail and you should reach it.

61      Benten -               Jump between the two sets of stairs at the
        Airwalk area           bottom of the map.

90      Benten -               On top of the subway entrance, jump from
        Backstreets            opposite buiding to reach it.

91      Benten -               On the telephone cables near the bowling
        Airwalk area           alley.

92      Benten -               On the roof of the Game PIT jump of the
        Neon Street            rail to reach it.

93      Benten -               On top of the blue crates, jump off the
        Railway area           stationary train next to it to get it.

94      Benten -               On the girders (the ones you use in the
        Airwalk area           Pots challenge 1). Grind the left hand
                               girder towards the wall, jump onto and off
                               it and you should collect it. This is
                               EXTREMELY hard!  I recommend using a Noise Tank.

95      Benten -               Near the girders in number 94, there is a
        Airwalk area           moving platform, jump on it and it will
                               carry you to this tag.

Grind Square & Bantam Street

GS#:    Area                   Specifics

28      Bantam Street          On top of the gas station, you need to
                               jump and wall ride from billboard to
                               billboard to reach it. This is a little tricky.

29      Bantam Street          Under the railway, grind up the truck and
                               jump onto the girder to get this one.

30      Grind Square           On the cable near the billboards on top of
                               the right hand building (as you look at the map).

62      Bantam street          On the other side of the hexagon sign. Jump from 
                               the train tracks to get this well hidden tag.

63      Bantam Street          Around the corner from the gas station,
                               in between 2 curbs.

64      Grind Square           On the cable going towards the 2 XL tags.

96      Bantam Street          Jump out of the top middle window of the
                               tall building to reach this one.

97      Grind Square           Go to the rooftop in the bottom right hand
                               corner of the map, grind along the ledge,
                               jump and the Graffiti Soul should be yours.

98      Grind Square           At the cross over between two cables in the
                               middle of the level.

Quite interesting guide, not gonna lie. And it seems that a lot of people don't know about the graffitis that you can unlock, so I'll give a quick explanation if you don't mind.

31-34, 65-68 and 99-102 are the graffitis unlocked by every hidden character except Pots.

The B graffitis are not slots for custom graffitis, they are the one unlocked when you unlock Pots. They're mainly winners of the SegaAmerica JSR E3 Contest, so congrats on them.

As a little bonus insight; to get the achievement that requires you to use every graffiti in your missions, you only need the numbered ones, not the B ones. Therefore, you can get that achievement before unlocking Pots and therefore, the B graffitis.

31-34, 65-68, 99-102 are the graffiti of the hidden characters that you have to unlock. You can't get them from graffiti souls. You have to have JET rating in all the stages to unlock everything.

what about the others you don't have all of them so this video is a slight lie becuase 31-34, 65-68, and 99-102 are not on the list even after all these years no one has completed this game. WOW!!! thats just WOW. aparantly jet ranks are easyer then finding the last of the Graffity souls

I'm pretty sure B = Bonus graffiti you unlock after getting all the characters (including secret ones), but I haven't played in a while & currently have the wrong OS to check, sorry it took me a year to reply to that.

@M155638r07 - To elaborate on the intro, they are tags that belong to bonus characters! You have to get a "JET" rating in all of the Shibuya story missions to unlock the Love Shockers & their tags, "JET" in all the Benten missions to unlock the Noise Tanks & their tags, "JET" in all the Kogane missions to nab Poison Jam & their tags, and finally "JET" in Grind Square & Bantam Street to unlock Goji & his Golden Rhino tags. After that there is only one "secret" left.
