In the world of JUDGE DREDD there are many mega-cities and many Justice Departments that are based on the ideals of the one established by Eustace Fargo, the first Chief Judge of Mega-City One. Those 'funny costumes' are in fact the uniforms of non-American justice departments as seen in the original comic books. I'm a true-DREDD fan, having been reading the strip since PROG1 in 1977.

Technically the Dredd 95 costume is more accurate to the comic.

There's no disparity either when people pose in different era Star Wars stormtrooper costumes.
