Find the files
First we need to find the video files and for that you need to find your steam library. To do this just go in the steam settings, click on the downloads tab and manage steam library folders.

Then find the video files inside:
SteamLibrary/steamapps/common/Call of Duty Black Ops/main/video

You can see all of the videos and you can watch them, once you tell VLC to play .bik files. These are compressed in .bik format and the game will not play any non-bik files.
Convert the files
To convert video files to the .bik format you need to use 'The Rad Video Tools' which can be found on the rad game tools website[www.radgametools.com]. After installing, use the interface to select your desired video and then press the bink it button. You can then choose an output location and convert the file. Most of the options do not need to be tweaked but you may want to uncheck compress audio, that's selected by default.
The MP4 Dilemma
Rad Video Tools uses Quicktime player's libraries to work with .mp4 files, and consequently if it is not installed; it can produce a few errors. You can either try downloading Quicktime and retry, or re-render your video as a .avi or use an online converter. Quicktime is not supported anymore for Windows, so converting it online may be the best option.
Slide into those directories
Find your outputted file and rename it to the video file that you wish to replace. If you want to replace the main intro, rename it to 'treyarch'. Now whack that bad boy into the video folder. It is recommended that you rename the old intro so that you do not lose it. Congratulations, you now have the power to replace cutscenes in Black Ops.
