2-in-1 Stealth Build A.K.A. How to use 2 Perk Decks with the same skills

This guide shows the stealth build I've used since I started playing Payday 2. With the recent release of the Hacker Perk Deck I tried to make a Hacker stealth build and I ended up with right the same thing I used before. So, this build is viable with 2 different perk decks

Pros-Cons
Pros:
+Good for every kind of stealth heist, from the shortest to the longest ones;
+Highly customisable with different weapons for every need

Cons:
-Not good for loud (pretty stupid but I don't find any con for this build)
Requirements
To use this build at full potential you need:
+Clover character pack: to use Burglar perk deck;
+Golden Grin Casino DLC: to use the Cavity 9mm (one of the choices for primary weapon);
+Gage chivalry pack: to use the light and the heavy crossbows (some other choices for primary weapon);
+Some of the weapon mods will require: Gage shotgun pack, Butcher mod pack, Gage weapon pack #1;
+Gage mod courier: for some other modifications;
+Point Break DLC: for one of the secondary weapon choices;
+Gage ninja pack: for the melee weapon (not really needed, you can use almost every melee weapon since it's concealed enough);
+5 infamy points spent on Mastermind, Enforcer, Technician and Ghost trees (+ the first one needed to unlock infamy tree).
Skills & Perk Deck(s)
Skills:
Always italian UI (sorry)
-Mastermind:

In the Mastermind tree there are just few skills, the most useful ones during a stealth heist:
  • Forced Friendship base to have more zip-ties.
  • Stockholm Syndrome base if you want to use a non silenced weapon to scare civilians (useful if you don't have enough zip-ties).
-Enforcer:

  • Under the Ammo Specialist branch aced Portable Saw is useful to have secondary OVE9000 saw and to make it more efficient.
-Technician:

  • Acing Jack of all trades will allow you to bring double equipment (you can then choose what you prefer or need: ECM jammers & Bodybags, ECM jammers & Trip Mines, Trip Mines & Bodybags, ECM jammers and Ammo bag and so on).
  • The Breacher branch has all the skills you need to improve drills and mounted saws; furthermore, acing More Firepower will give you 14 Trip Mines.
-Ghost:

  • The Shinobi tree contains all the most useful stealth skills (Sixth Sense to place preplanning assets, ECM Overdrive and ECM Specialist to max jammer capability, Nimble to use camera loop), so it's completely aced.
  • Under the Artful Dodger branch I spent some points just to have "run and reload" and more concealed melee weapons.
  • Under Silent Killer there are some points on aced Optical Illusions, not for the base skill (useful when playing loud) but for the aced version (more concealment for silenced weapons).

Perk Deck(s):
So, as I said in the introduction this build fits not 1, but 2 perk decks:
  • First of all, THE stealth perk deck, Burglar, which allows you to be faster at lockpicking, answering pagers, bagging corpses and increases your movement speed when crouched.
  • The other perk deck you can use, as I said in the introduction, is Hacker: it doesn't give you all the stealth bonuses of Burglar but you will be albe to use one of the newest additions to the game: the Pocket ECM Device, a miniature version of the ECM jammer. It works like a maxed out ECM jammer, providing features like pager delay, camera shutdown and phone call block. The only cost you will pay will be on the duration, of 6 seconds (still enough to trigger a camera loop or place a normal ECM jammer). Please notice that you can use the Pocket ECM while interacting with other stuff, just press the Throwable Weapon key (default should be E)
In the end:
After this conversation about hackers and burglars, your stats will be similar to this (as usual, sorry for the italian UI):

From top we have:
  • Armor: not important for this build;
  • Health: at the base value of 230 (when using the Hacker perk deck it will increase to 276 due to some of the perks; this perk deck is meant to work both on stealth and loud, so more health is always useful);
  • Concealment: 31, a good amount of concealment for a good stealth heist;
  • Speed: at the value of 40.3, it's pretty high, at a similar value you usually get on dodge builds;
  • Dodge: not very important, but 35 is a mid tier dodge (considering the max amount you can get is 60);
  • Steadiness: it's the sceen shaking when someone shoots you (no one should, so it's not an important parameter);
  • Stamina: 51.2 is the same I have on my dodge builds, and there you run for a good while; not much important but it's a high value.
Weapons
Primary weapon:
Primary weapon is very important, because there aren't many weapons good for stealth. Here I have some choices good for almost every situation:
  • Usually, in a normal situation, a good weapon would be the Cavity 9mm, good to deal with normal security guards and strike kills from the distance;
  • When you are facing special enemies such as Murkywater security guards you will notice that the Cavity won't be able to one-hit kill them if they see you (exclamation mark on their head). In these cases you will need something to deal with these heavy armored guys: an Heavy Crossbow;
  • Another choice, less useful than the previous ones, is the Raven shotgun. I personally use it in very few heists, like Scarface Mansion to deal with outer guards and throw them directly into the sea.
    The weapons featured until now are all locked under DLC (Golden Grin Casino, Gage chivalry pack and Gage shotgun pack), so you may ask: "I have no DLCs, what can I use?", well, this question has more than one answer:
  • if you plan to not be busted, you can use akimbo Chimano Compact pistols (I said "not be busted" because if a guard sees you he will need more bullets to be killed and Chimano Compact damage is too low);
  • if you need a shotgun (not really because one of the secondary weapons will be the Judge) you can use the Reinfeld 880 shotgun;
  • another shotgun choice is the akimbo Judge shotgun;
Now for the weapon mod part:
Cavity 9mm:
  • concealment boost;
  • tooth fairy suppressor.
Heavy Crossbow:
  • stability boost.
Raven shotgun:
  • 000 Buckshot;
  • short barrel;
  • silent killer suppressor;
  • concealment boost;
  • compact laser module;
  • flip-up sight.
Akimbo Chimano Compact:
  • size doesn't matter suppressor;
  • concealment boost;
  • pocket laser.
Reinfeld 880:
  • 000 Buckshot;
  • silent killer suppressor;
  • concealment boost;
  • straight grip;
  • short enough stock.
Akimbo Judge shotgun:
  • 000 Buckshot;
  • silent killer suppressor;
  • custom reinforced frame.

Secondary weapon:
The secondary weapon is important too, because here there are so many small weapons you can use and conceal. The main weapons I personally use are:
  • Baby Deagle pistol;
  • Judge shotgun;
Modifications list:
Baby Deagle:
  • size doesn't matter suppressor;
  • concealment boost;
  • tactical pistol light.
Judge:
  • 000 Buckshot;
  • silent killer suppressor;
  • concealment boost;
  • custom reinforced frame;

Besides these weapons, there is a useful tool to consider too: the OVE9000 saw. I have 4 of them, 2 primary and 2 secondary, for every situation, modded as such (modifications are paired for both 1 primary and 1 secondary):
Silent saw:
  • silent motor;
  • durable blade.
Fast saw:
  • fast motor;
  • sharp blade.

Melee weapon:
As long as it is concealed enough, everything is good. Personally I use Empty Palm Kata.

Throwable:
As long as it doesn't explode (for obvious noise reasons) you can use everything.
Armor & Deployables
Armor:
This is a stealth build, no armor please.

Deployables:
There are many combinations, based on what you are doing (remember aced "Jack of all trades"? double equipment):
  • ECM jammer (1) and body bags case (2): normal situation;
  • ECM jammer (1) and ammo bag (2): when you bring OVE9000 saw;
  • Body bags case (1) and ECM jammer (2): when you need more body bags (there are very few cases, but sometimes you will need them);
  • Trip mines (1) and ECM jammer (2): when you are heisting in maps where guards move a lot, like Shadow Raid, and you want to track their movements in key spots (trip mines have a stealth sensor mode distinguishable by the blue laser (red in explosive mode); make sure you don't switch to explosive mode).
(1) indicates first equipment, (2) indicates second equipment
Notice that having different equipments set as first equipment means different amount of equipment. By default every equipment in this build will be maxed out (2 jammers, 2 body bags cases, 14 trip mines) but placing it as second equipment will halve the amount of times you can use it (1 jammer, 1 body bags case, 7 trip mines). Pay attention on what you put as first and as second.
