This achievement is only avaliable when you finished the story at least once:

-Every radio has a red light on it and you can hear the music:

But after you moved a radio to the right position, it'll be green, and it'll make a strange noise:

So quite a while after first hearing about the Portal ARG, I have come to explain what the strange noises coming from the radios are.

As stated in this guide and some places in this thread, there are a total of 26 radios you have to put in the correct location for these sounds to play. And, as a person who has put their interest in ARGs, I can confirm that these sounds are actually cryptic messages. Only 4 radios emit morse code, while the other 22 are actually something called Slow-scan Television sounds. [en.wikipedia.org] Slow-scan television (abbreviated SSTV) is a picture transmission method, used mainly by amateur radio operators to transmit and receive static pictures via radio in either monochrome or color.

More information on these sounds can be found here. [half-life.fandom.com]

If your guide is incomplete, put that in the TITLE. It's no good if its missing parts

The noises from the radios are either SSTV or morse code.
