Yes, you need Spine Chill and you need to run from him (he is very slow).
If he abandons the chase - run to the other side of map and do gens.
If he chases you - try to loop as long as you can. Due to his low speed (105% vs normal 115%) you can loop for a long time.

And by the way, if it is not an indoor map (Lery/Meatplant/HNL), then he is not that bad.

How to Counter: Leave the match

All you have to do is just dont leave 3 gens near each other for any easy patrol and run. He's slow as shit so if he tries to commit you have time to do a couple gens per person.
