What do we know about The Combine Empire?
The Combine Empire (or sometimes known as the Universal Union, or the Cumbean) are an alien race of unknown origins that has invaded Earth a few years after the Black Mesa Accident. Earth was already damaged because of the huge swarms of Xen creatures rushing through the open portal between the two worlds, but unfortunately, the portal also acted as a very bright beacon that has been seen by The Combine Empire. The empire itself is a very powerful race that is able to invade into different universes and take over planets, draining the worlds' resources and possibly turning the critters that used to live there into slaves or Synths like Hunters and Striders.


The Combine Empire doesn't seem to be in its own control, it seems to be controlled by the Universal Union and its leaders, the Advisors.

It also doesn't seem to have perfect portal technology. The Combine technology and their military forces can be teleported into different universes, yet they cannot teleport from one place in a universe to another place in the same universe, meaning that they can only move from places on planets to other planets and between planets themselves via vehicles. That is possibly the reason of why they want to get a hold of the Borealis, an Aperture Science vessel that might contain better portal technology.
The Combine Symbol

Cities,also known as Metropolitan Areas,are large, Combine-controlled communities.Each city has a Nexus and often local Resistance cells.Union forces and large walls keep cities safe from alien wildlife like antlions and non-docile headcrabs.

NEXUS
The Overwatch Nexus of City 17, as seen in Half Life 2.
The Nexus is a base for the Combine forces in a city or sector. It is here that the city is operated from. The average Nexus contains many rooms. At the bottom is usually where the prisoners are kept, and at the top is the Administrator's Office. Some Nexus' contain macabre execution chambers, like acid pits or incinerators. Every Sector has a Nexus. They are usually heavily guarded, either by forcefield doors, Combine Locks, Civil Protection Units, or sometimes even Overwatch Transhuman Arm Soldiers. The Nexus must be guarded, because it the center of Combine activity in the City, which is where they live, their equipment is stored, and other VIP members reside (Such as The City Administrator, or Commander) along with prisoners who have been placed in Detainment.
This area is restricted to citizens, unless you are being taken in by a Civil Protection Unit. If you enter without either having permission, to or without a Civil Unit escorting you, you will likely be detained and brought in for questioning, or possibly even shot. It is not recommended to try to break into your city's Nexus as it is considered a high-level violation on most servers.

Civil Protection
Civil Protection is essentially the Combine's thought police in all urban areas on Earth, including City 17. Its officers are named "Metro Cops", while the spelling "Metrocops" is also used. "CPs" is mostly used by the Citizens and Resistance members to refer to Metro Cops. The entity uses the term "Metropolice" (the original term), and the subtitles use "MetroPolice". The Overwatch Voice simply uses the term "Protection".
Part of the Combine Overwatch, CPs are ordinary human volunteers who have "willingly" joined the Combine, either for more privileges, such as additional food, better living conditions, an increase in authority and status over others, or out of genuine sympathy and identification with the Combine's aims. As such, they are not bio-mechanically modified in any way, unlike the two other Overwatch units. Barney Calhoun is notable for having infiltrated the Combine by joining the Civil Protection ranks as an undercover Resistance member.
Rank Structure
As with most functions of, ranks widely varies among servers. One could fill an entire book with different rank structures, but by far the most common is the stock "05 - 01" system, which will be described below. This structure does not include server-specific ranks, merely those most common to servers. Even though cops are shown to be directly commanded by Dispatch, down to responses to requests. Why would the Combine have elite cops for this when an AI is more loyal and efficient? Whatever, here are the super cool military ranks.
RCT: The "recruit" character created whenever a new CPO is made in the character creator. RCT units are traditionally not considered "proper" units; they are only allowed to stay in the Nexus until being promoted, and lack the right to police the citizenry. One may think of them as simple citizens in suits.
05: The first ground unit rank, the 05 is a junior officer. They are allowed access to a police handgun at this point. They are also given the authority to police citizens. They can't act like robocops, which means that you have to obey FearRP, they're just citizens in a suit.
04: Largely a filler rank, the 04 is slightly more experienced than the 05. They do, however, have the right to form patrols on some servers. It is of note that on some servers this is the final "non-brainwashed" rank; what brainwashing implies varies from server to server.
03: A mid-range officer, the 03 is given the right to operate an MP7 submachine gun, increasing their combat lethality. They are generally colder on the citizens and more inclined to follow the Combine's will to the letter.
02: A more advanced rank officer than the 03. Largely filler, as with the 04. They are colder still to the citizenry.
01: The highest ground unit rank. 01 units are often brainwashed and very loyal to the Combine. They do not make as many mistakes as they did as 05s, and are significantly more effective in combat, owing to their practiced marksmanship.
OfC: Officer-type units that essentially function as field commanders. They may have trench coats and shotguns, a common specialization for this rank of unit.
EpU: Elite Protection Units are considered the final rank that may appear in the field. As with the OfC, their equipment, augmentations, and appearance varies by server.
DvL: This one controls and commands an entire division, and have authority over RCT-EpU, if they are in the division that he/she commands*
CmD: An uncommon "commander" subjugated to the SeC. Often has a unique uniform. They may receive augmentations.
SeC: Sectorial Commander. This unit is considered the general "leader" of a server's Combine forces and may have a unique uniform. They are almost always augmented and heavily-armed. Certain servers exclude this unit.
Rogue units
Rogue units are members of Civil Protection that, similarly to Barney in Half-Life 2, are not truly loyal to their employers, perhaps committing crimes and using their authority to be a corrupt individual. It is also possible that they are a spy for the Resistance. They might stay as a member of Civil Protection, or may leave the faction and live in an unpopulated area such as the sewers. Reasons for leaving may include being forced to leave because of their identity being compromised, or perhaps if they joined only to get MPF equipment then bailing. (Note: the latter is often looked down upon. Doing this may get you barred from the Civil Protection faction, depending upon the community's rules).
Higher ranks will likely be unable to go rogue. Either they will have undergone surgery to replace their memory and be provided with internal augmentations, they will be addicted to the power they have, or their equipment may be able to track their movements.
Since the nature of rogue units provides a developed character with equipment, the concept is often looked down upon, and many servers will not allow this to happen. Before considering going rogue, you should check the rules of the individual community to see if it is allowed or not.
Rogue Unit
Overwatch Transhuman Arm
The Overwatch Transhuman Arm, or OTA (as it is commonly abbreviated to) is the military backbone of the Combine- unlike Civil Protection. They are infrequently seen within city limits, but in the Outlands and in some parts of the Canals, they are very common. Overwatch Soldiers (colloquially referred to as Combine Soldiers) are transhuman infantry units, heavily augmented and conditioned into post-human killing machines.
OTA units' ranks vary depending on servers, but equipment tends to remain the same; standard, the so-called ECHO soldiers receive an MP7 Submachine gun, BLADE Division receive AR2. MACE is a shotgun-division that receive Shotgun/Spas-12 and Combine Elites recieve the AR2 and heavy, white-colored armor.
As an OTA unit, most servers will give you 150 health and 150 armor to start. This makes you difficult to kill; yet remember that you are still vulnerable alone. As a result, it is best to coordinate with your allies and use tactics such as flanking and suppression fire to defeat enemies in S2K or S2RP engagements.
Most of the time, OTA units will remain in stasis in the Cities (with many servers offering punishment if you use the character without permission); only during a time of distress will they emerge to perform a mission, then usually return to stasis afterwards. This is opposed in the Outlands; they will remain on duty for extended periods of time, usually guarding the base. -C.F was here. and I fixed the grammer.
Overwatch Divisions (OTA)
Most servers don't use these, but to somebody, they make the OTA whitelist more interesting.

Sentinel
Tasked of guarding the office of the administrator, the Sectorial Commander, or the Commander. They also guard the outskirts of any given city to scout for resistance activity. Usually these units are flagged up the most.

Echo
Standard OTA division. They are normally the ones deployed when some sort of crisis is occuring, otherwise, they are in the stasis most of the time.

Hurricane
Pilot hunter-choppers and gunships, again, rarely deployed. These units generally NEVER come out for any type of ground assault.

King (EOW only)
This division is for the Elite OverWatch. Kings' are highly trained overwatch units. They generally are the ones to lead squads of standard overwatch units (I.E. Echo)

Ranger
Overwatch Sniper. Deployed to assasinate rebel targets. Usually these units never come out or are rarely seen.

Ghost
Most servers use Ghost as an MPF division, but it makes more sense with OTA. These units are deployed for stealth missions, where their deadly accuracy and efficency are required. These units receive special training to use the Combine Sniper Rifle, along with the Ranger division.

Mace
These units made up all of the shotgunner units in the Transhuman Arm. Serving at both Nova Prospekt and inside the city. They are used for aggressive and executive breaching techniques, being armed with close-combat weapons. They carry Flash grenades and occasionally led the squads of OTA into the sewers, located as team leaders on Fireteam unless a KING is present
Overwatch Ranks (OTA)
These are the ranks of the Overwatch Transhuman Arm. This will help you understand the whitelist better.
Overwatch Soldier (OWS)
The bulk of the OTA. They are tasked with everything from anal rape to handling vibrator distribution. Most of the time, these units are in the rape station unitl they are required. Can usually be seen using your basic Vibrator or The advanced anal penatrator.


Overwatch Commander (OWC)
This one really isn't needed, but they are basically the shotgun soldiers (Or ShotGunners) from Half Life 2. There should be at least 1 of these units in a standard raid. They can also command OWS. They may also use the OSIPR (AR2, Irifle), but they cannot use the dark energy ball. If not raiding, these units lead OWS into battle.
Elite Overwatch Soldier (EOW, EOS)
So you wanna know about the big boys now? Well, these units are specially authorized to use the OSIPRs(Overwatch Standard Issue Pulse Rifle) secondary fire, the dark energy ball, which they fire with deadly acuracy. They inflict more overall damage then regular soldiers do, and take around 2 or 3 more hits then regular soldiers aswell. These units are tasked with leading strike teams (1 EOW, 1 OWC, 2 OWS) into battle or raids. Generally not called out unless they are really needed, most of the time the leadership is played by the Captains.
Synths (Synthetical Overwatch Unit)
The term Synth refers to a class of alien creatures that have been turned into war machines, and one of the several species that make up the Combine organization. They are officially described as "self-replicating robots that evolve", "created or taken over by the Combine and enslaved during their conquests and wars."[1] Most Synths seem to possess both organic and robotic characteristics, suggesting that they may be the cyborg derivatives of alien races that were previously enslaved by the Combine and assimilated into its armed forces.

Synths always appear as average to large insect-like or arthropod-like creatures, usually with segmented legs or antennae-like sensory structures, resembling locusts, crabs or similar beings.
It is unknown how many of the Synths presented in the series are 'true' to their initial species or forcefully evolved by the Combine, since the Combine modify their appearance by adding mechanical equipment and weaponry. It is also unclear whether they originally were fully organic or were already cyborg creatures when the Combine enslaved them, and if they all come from the same planet (mirroring the Xen creatures that were also brought from other worlds and, for some of them, also enslaved). The Strider however appears to have a brain, as seen in Episode Two (this is the only known Synth to possess any "organ" at all). It is also suggested that some were created from scratch by the Combine (the City Scanner for instance bears some design similarities with Synths, while being fully mechanical).
Synths do not necessarily arrive on Earth after having been modified, as the City 17 Citadel features factories where Synths are modified. For instance, Stalkers can be seen working on Gunships in the lower levels. Synths are also never observed to be "self-replicating" in-game, but seem to be raised and/or manufactured by the Combine.
Their carapace-like flesh is largely immune to small arms fire (with the notable exceptions of the Hunter and Shield Scanner) and bullets striking it produce a metallic 'ping' noise. These outer shells can be ripped open with enough force, however, as demonstrated when Dog tears a Strider's head open in Episode Two. The only weapons that are known to be effective against the larger Synths are explosives (such as the RPG, the MP7's secondary fire, or the Magnusson Device) and the Combine Energy Ball.
It is likely that Synths were the primary forces used by the Combine during the Seven Hour War as the human-derived Combine units, such as Overwatch Soldiers, Hunter-Choppers, and APCs, would have only started appearing after the Combine rule on Earth had been established.

A strider
Synth is the term for a class of alien creatures turned into war machines, and one of the several species that make up the Combine race. They are officially described as "Self-replicating robots that evolve", "Created or taken over by the Combine and enslaved during their conquests and wars." Most synths seem to possess both organic and robotic characteristics, suggesting that they might be the cyborg derivatives of alien races that were previously enslaved by the Combine and assimilated into it's armed forces.
The most common type of Synth you will see in the City is the T-200, followed by the T-70. Those two are fully mechanical, heavily armed robots. The T-200 is in possession of dual .50 cal miniguns, another 5.56mm minigun, and two 20mm grenade launchers. It's heavy armour plating allows it to engage in even the most dangerous situations. It aquires it's targets by a small camera and a laser-supported precision aiming system. The T-70 however is not made for combat, it has long, armoured legs and three pulse-rifle like turrets on and below it's body. It is more fitted for reconnaissance and minor supportive combat actions, due to it's mobility.

The Combine Synth Elite Soldier
is a part-human, part-Synth enemy cut from Half-Life 2. With the Combine Super Soldier (which somehow stems from it), it is the predecessor of the Overwatch Elite,] as well as the direct predecessor of the Synth Combine Guard.
The Combine Synth Elite Soldier is probably some descendant of the "mech" featured in the Weather Control story fragment. The "Combine Elite" is mentioned in the Alyx story fragment; it could be this unit, although the Combine Super Soldier could also fit, both being early elite Combine units. Overall, some concepts evolved into the Combine Guard, others into the Combine Super Soldier, to finally end up with the Overwatch Elite. Some concepts also bear similarities with the Hunter, especially the legs.

Combine Advisors, sometimes simply known as "Advisors" by the Resistance, "Shu'ulathoi" by the Vortigaunts, and Overseers, are the masterminds behind the Combine occupation of Earth, and are commonly speculated as being the master race of the entire Combine empire.
Overview
The Advisors are large, pale, grub-like creatures with no discernible facial features, save a gas mask-like device attached to their front end as well as a cybernetic eyepiece on the left-hand side of the faceplate. Advisors possess a long, prehensile tendril that protrudes from their front which they use to kill creatures by driving it straight through the skull as demonstrated on Eli and a dead Rebel in Episode Two. Using it, they are able extract information and memories from the minds of their prey, "courtesy of a brain-stem savaging" said to be "too disgusting to contemplate."
Each Advisor wears a skintight olive-green body suit that covers all but both ends of their bodies, with a collar around their "necks" adorned with golden glyphs. Some Advisors also have a pair of spindly black robotic arms strapped to their back that are capable of grabbing and lifting an adult human. In Episode Two, Advisors are seen grabbing humans, both living and dead, and plunging the proboscis deep into the back of their necks.
Combine Advisors have a wide range of odd vocalizations, from robotic growls and groans, to loud shouting noises and screeching. Besides their technological prowess, the Advisors also possess incredible psychic powers.
As was stated in Raising the Bar, Combine Advisors were once a race not unlike humans. Over time, they began to use technology to improve their quality of life. Eventually, however, they became completely reliant on this technology, and evolved into their current 'grub-like' form.

Under normal circumstances the Advisors seem content to live in artificial seclusion. During the Combine control of Earth, a number of them lived within the City 17 Citadel and ruled the planet through the medium of Dr. Breen, who was more or less their puppet. They subsisted in pods during this time, reliant on life support systems for survival. None of the citizens of City 17 or even the Resistance seem to have been aware of their existence; the outward face of the Combine on Earth was Dr. Breen and his transhuman minions, and the Advisors seemed happy to retain this facade.
During the events of Half-Life 2, it becomes obvious through the increasingly panicked Breencasts that the Advisors have grown to suspect both Dr. Breen's motives and his usefulness to them. One is shown communicating telepathically with Breen as he pleads and bargains for rescue. With the apparent death of Breen, the Advisors seem to have taken control of the Combine on Earth directly. In Episode One, they are shown preparing to evacuate themselves from the damaged Citadel while their soldiers and other minions are ordered to push the Citadel's dark fusion reactor into a meltdown state, in order to send a portal transmission to the Combine Overworld. Thhis indicates that they are of a high position in the known Combine hierarchy, as their minions have no chance to evacuate once the reactor begins to detonate, whilst their escape pods ensure they can flee to a safe distance, outside the city limits,





Synths (Part 2)
The Combine Guard
The Combine Guard,] is a part-human, part-Synth and the direct successor of the Combine Synth Elite Soldier, which the Overwatch Elite also stems from.
Overview
The Combine Guard was to wield a large weapon, the Combine Guard Gun, that was to fire a powerful disintegration beam, recycled for the Strider, that the player would have been able to use after defeating it. It was also to use it to kick its opponent at close range, much like the retail Overwatch Soldiers.

Combine Dropship

The Combine Dropship, often simply referred to as a Dropship, is a Synth used by the Combine to quickly send units by air to areas they are needed.
Overview
The front and two rearmost pairs of "legs" on the craft contain engines that give the Dropship lift and movement; the front ones also hold retractable wings used for maneuvering. The middle four legs end in large suction pads which are used to carry various forms of cargo; they bear a resemblance to the mouths of terrestrial sea lampreys. Dropships by themselves are unarmed and as a result don't attack the player; they also cannot be damaged by them.

Container

Dropships usually carry a large, streamlined container in order to transport up to six Overwatch Soldiers or Metrocops. It sports a mounted pulse turret on the front, designed to suppress any opposition in front of the Synth, allowing the occupants to deploy safely; troops are also safe from grenades as the wake on the Dropship pushes them away.
Although the Containers are heavily armored, they can still be destroyed with four RPG rockets. However, they are rarely lost to enemy fire as Dropships usually don't stay in one place long enough for the Container to sustain that much damage. Another way to destroy a Container is to use a heavy pulse rifle, such as that mounted on the Airboat, which is able to wreck it within seconds.

The Crab Synth
Overview
The Crab Synth has many spiked protrusions and various mechanical systems on its front and rear. According to its model animations, it can charge at targets like the Antlion Guard, but with likely even more damage due to its size. It also uses a Gatling gun-like weapon, but only when walking When not walking, it is stored under its belly, hidden behind a plate.

Combine Super Soldier

Overview
Like the Strider, it bears maroon lines on its legs, while its white version was to also have maroon lines on the arms, the number "314" on the chest, as well as two maroon triangles in a circle on the arm. Of note is that the "314" number can also be found on the outfit of the Overwatch Soldier model featured in the Half-Life 2 leak (as well as in the Advisor pod name, "314 URB-LOC 0017"), while the two triangles in a circle can be found on the retail Overwatch Soldier model, with different colors.

Hunter

The Hunter, originally known as the Mini Strider, is a fast and efficient Synth used by the Combine as a scout, for closer assault work and assassination missions, as well as bodyguard duties.

Overview
The Hunter's body is somewhat rounded in shape, with a shiny, metallic blue-green exoskeleton encasing it, and three muscular legs, similar to those of a horse, attached to the sides and back of the body. On either side of the Hunter's body are what appear to be two pairs of compound eyes, and a pair of vertically aligned fléchette launchers on the Synth's front. Located directly underneath the launchers are two small limbs tipped with metal blades for impaling targets. Behind those and on the back are two oval shaped orifices.
Similar to Antlion Guards, Hunters are heavily armored, and take reduced damage from most forms of small arms fire. They are also highly mobile, able to easily move out of the way of projectiles. However, Hunters are vulnerable to blunt force.
Like all Synths, Hunters possess a number of vocalizations, all of which are shrill, fierce, and slightly electronic. They also appear to secrete some sort of light grey fluid when shot.
UNIVERSAL UNION
An 'Advisor'.
The Universal Union (UU) is an intergalactic empire. If you're unfamiliar with HL2RP, and don't want to spoil it, I'd suggest you to not read this guide.

The UU is simply the inter-galactical space unit, or otherwise known as: Advisors.
In Half life 2 RP, this focuses on Earth, where they cannot live, so they're in Stasis pods, on life support.
The Advisors have got a tongue, they can use to plant it into your brain and collect knowledge you have.
For as far anyone is aware, who have played HL2RP before, including me, we've never seen ANY Advisor in a HL2RP themed server, mainly because the Model has got no Animations whatsoever, we hope that Kurozael or Conna is going to fix this in the future.
If you've played Half life 2, You know about Breen, and Breen has been named as Earth Administrator, but the fact is, he's got power over the earth, but the Advisors got the power over hím, and that's also seen in the end of Half life 2, where he makes a plea for a safer destination of the portal, which is denied by them. There are many referations to the Universal Union, they're mainly found on the Pods of the Advisors, which will say: UU-URB-12543.
URB is the only referation so far, which will probably mean URBAN UNIT, which means, he'll be stored in either the Citadel or somewhere else where he can live on Life Support.

For the rest, there's little known about the UU, all we know is they are the ones that invaded Earth and took it over.
Some see them as our saviour, some see them as our opressors..

CIVIL WORKERS UNION
Introduction to the CWU:
The Civil Worker's Union (CWU) is a labor organization created and fostered by the Universal Union following their occupation of Earth after the Seven Hour War. The Union provides a type of role-play unlike some of the other factions, offering a role of distributing, purchasing, and selling goods to other citizens. There is a plethora of routes to take with a character who is employed by the CWU, many range from taking a strict loyalist route, smuggling goods to anti-citizens, or somewhere in between.
Workers of the CWU are split into different tasks by their Combine overseers, and depending on the server's jurisdiction, could have roles in engineering, maintenance, hard labor, sales, or even medical practice. While there is no set of rules specifically meant for this faction, there is a generalized common template to set up the Civil Worker's Union on your own server. Often ranked just as, if not similar in importance to factions like the Citizen and Metropolitan-Police Forces, the Civil Worker's Union can represent a core group of a server's player base.
Divisions of the Civil Worker's Union:

Medical:
Often abbreviated as Civil Medical Union, these members of the CWU are specialized in practicing medicine, general first aid, and limited surgical tasks. They HELIX Division of the civilian population in an urban or residential area designated by the Combine, and in times of dire emergency conscripted personnel of the Universal Union.
The most common backgrounds of individuals in the Medical field of the CWU are pre-war surgeons, doctors, nurses, and aides. Civil Medical Union

Members of the CWU who are well versed and experienced in manufacturing, or other blue collar labor are usually recruited into the Industrial division of the Civil Worker's Union, sometimes called the Civil Industrial Union, or Civil Manufacturing Union. in a as specialists for a certain good or material, or junior overseer and assistant during a public work cycle. They are also known for working in electrical, plumbing, maintenance, and other similar tasks around the city.
These are the grunt laborers of the Civil Worker's Union, and are comprised of people who worked in similar trades before the Seven They are versed very little (if at all), in Combine technology and advanced systems, but have a good and They wear either the standard uniform, or a darker, sometimes flame-retardant industrial suit.
INDUSTRIAL WORKERS

Business:
Perhaps the most common and generalized sect of the Civil Worker's Union, members who belong to the business and sales division are seen running their own shops, and distributing goods to the population of a Combine City. This sub-faction is perhaps the most autonomous, as many servers allow workers to create their own restaurants, clothing stores, or general goods shoppes. The personnel in business represent an integral part of a Combine City's "economy", by the direct trade and distribution of all goods.
This to siphon food, and even limited contraband to resistance movements away from the prying eyes of the Universal Union. City Administrator
The City Civil Administrator or City Administrator is not anything but a human...For citizens the Administrator is the highest command. The Combine do this to make the citizens feel safer.

Administrators are directly appointed by Wallace Breen or the SeC. Each Administrator has a headquarters of their own in the city they co-own- for the Administrators of larger cities, such as Cities 8 and 11, 17, 18 this means the Citadel. For those in smaller cities, such as 23 and 45, this will mean an office in the local Overwatch Nexus. From this point, they are able to carry out and see to the day-to-day affairs of the city they have been tasked with running and ensuring everything is running smoothly. Some Administrators have "Interns" or "Assistants" Who are minor figures with low authority who act as a "helper" or a propaganda figure. These are usually deserviced high ranked units, in service high rank units, high ranked Civil Workers Union members or a extremely loyal, trusted and brainwashed citizen.
City Administrator
Resistance
The resistance is an underground movement consisting of regular citizens, heavily armed vigilantes, and rebel cells. They operate usually in the slums area/ sewers of the map.
Contrary to belief, anyone can be a "rebel" by doing small actions such as sheltering anti-citizens, or guiding regular citizens out of the inner city to the slums, and other various activities.

Contraband
A Contraband Item is any item that the Universal Union believes conflicts with its goals and is thus illegal
for citizens to possess or use. Though relatively easy to obtain if proper contacts are known, the carrying of any contraband item is an offense punishable under Combine law.
The reasons for labeling different items "Low, High, Or Lethal" varies, with items such as radios banned for their use by the Resistance, and regular clean water banned for its lack of the memory-replacement chemicals found in Dr. Breen's Private Reserve-brand canned water. Note that different contraband may be placed at different levels, or not be contraband at all depending on the server. This is not a comprehensive list.

Low Level Contraband
These items cannot, and will not cause any damage to any other citizen in the city. Depending on the server, if you are caught with any of these items, you will receive a Violation Level 2, 3 Anti-Citizen Points, 2 Jail Cycles, and a re-education.
These Items Include:
-Food not found from Rations/Vending Machines
-Alcohol
-Bleach
-Vegetable Oil
-Health Vials (not contraband for Medical CWU)
-Spray Cans
-Steroids (not contraband for Medical CWU)
-More than 5 Paracetamols (These vary from server to server and is not contrband for Medical CWU)

High Level Contraband
These items could be deadly if used in the right way. Having possession of these items will grant you a Violation Level 3, 3 Anti-Citizen points, 4 Jail Cycles, and a re-education. These items inlcude:
-Radios (Stationary or Handheld and on some servers a CWU is allowed to have one but may vary on different servers)
-Health Kits (not contraband for Medical CWU)
-Anti-Depressants (In some servers this is not contraband for Medical CWU)
-Zipties
-Low Caliber Ammunition (9mm, SMG, etc.)
-Union or Combine card (Union card is not contraband for CWU)

Lethal Level Contraband
These items are lethal both to the Civil Protection, and Citizens. If you have these items, it is best to have an area of storage for these items. If you are caught with these items, you will recive A level 5 Violation, 12 Anti-Citizen Points, and jail until a JURY unit can be on duty for your amputation. These items include:
-Weaponry of all kinds
-Grenades of all kinds
-Breaches
-High Caliber ammunition (RPGs, Crossbows, etc.)
Rations
Rations are packets filled with goodies which everything citizens want. Rations will be distributed at semi-regular intervals usually on the hour (time depends on the server.)

CWU Rations
Most CWU workers will get 2 rations instead of 1, that is the Unions way of paying the CWU for their work. Most average citizens get angry at this, and might insult the CWU, their rations might get denied because of this.
A ration contains:
60 (Sometimes 100) tokens

Breen's Water

Every city has a rations station, where a Civil Protection officer will hand them out. Citizens must wait patiently in line until they are at the front, and must then apply.

Dispatch
Dispatch

Dispatch is the 'Overwatch' intercom voice you will hear around the multi-able City's (City 45, City 18, etc). The Combine use Dispatch for Units (Ground Units) to report what the City's Behavior is like, or what Events are happening. City Scanners can also use Dispatch, reporting to Units.

How to use Dispatch

Overwatch Transhuman Arm (OTA), SeC, CmD, and DvLs can report on Dispatch by using /dispatch (message here). Any Units under the ranks (showed above) can not Dispatch any reports. If any servers have Voice Commands, you can make Dispatch say something from Half-Life 2.

How to RP as Dispatch

RPing as Dispatch is kinda easy. You'll be commanded to say something is requested to. If you see any Crime or Violence, you'll have to report on the intercom, alerting Units.
