The Farm

At the CP Shrine there are two shakedown upgrades for Kiryu, GET THESE. [Battle tab>Mr Shakedown's Deep Pockets. Total CP is to obtain is 50CP]
[Kind of optional but needed for never before seen results] Get money from Real Estate Royale
Buy knives and taurniers
Find Mr Shakedown, Using the Encounter Finder (Black box option in the Miracle in Mahajara substory) will help (He appears as a large purple arrow on the map)
Let Mr Shakedown beat you up
Find Mr Shakedown again
Spam heat moves (Higher difficulties mean heat damage drops off faster so you could lower the difficulty to speed up the process)
REPEAT

This works due to the previously mentioned upgrade giving you 1.5x money from Mr Shakedown so if he stole 10 billion from you and you come back to beat him you'll get 15 billion

Sadly Majima cannot get this upgrade but his business provides enough money through completion to get most if not all of the upgrades on the 3 main styles.
HOWEVER at the point of no return (Chapter 17/Epilogue) you'll be able to transfer any amount of money between characters using Mr Moneybags which helps a lot since Majima needs a lot of money for The Dragon and Tiger.

Zap Gun is a godsend for this, yes.

Majima is the easiest way to cheese him, just use any shotguns (except the "broken" one). Zap gun works the best. Was able to take out a maxed level shaker with just 3 zap guns.

Do not lock on, run around until he rush and miss you then run up to him and fire two shots. Repeat until death.

They take 600,000 to reload but each shakedown gives me over 1,000,000,000. I'm sitting at 6,000,000,000 on chapter2 right now with all my skills maxed and bought all weapons and don't know what to do with all the spare change.

Chapter 2, I was saving up to get a 30 mil skill and he took 16 mil off me. Next time I saw him, I beat him down and took 56 mil off him. That's without any of the shakedown upgrades

Zap gun is the best, low risk high reward. Zap gun takes tons of health of shakedown (depend on your power surge level)

Baseball bat is fine but knife heat action is faster to activate and does more damage.

Lose the Tauriners and knives, just get the Zap Gun and go to town.

Or you could just use Cheat Engine to get loads of money and freeze your CP

i would mention how to get the encounter finder, you need to complete the substories featuring miracle johnson and pick the big black box ( "Miracle in Maharaja")
