What are .pack files?
.pack is a file that contains game content like textures, meshes, maps, sounds etc.

There are some located in steamapps\common\Haydee\Packs. They are default packs created by the developers which contain essential game content (but not the game code itself).

Also, each time you download a mod for Haydee from workshop it is stored as a .pack file.
All the mods from workshop are located in steamapps\workshop\content\530890

(Each path above is inside your Steam folder. By default, the path looks like this:
C:\Program Files (x86)\Steam\steamapps)
How to open a .pack file?
.pack files cannot be opened by Windows itself nor by any of its default programs.
Still though, you don't have to download anything to open them.

In the default Haydee folder (steamapps\common\Haydee) there is a small program called unpacker.exe. All you have to do it to drag-and-drop some .pack file into it. A CMD window will pop up, it will show nothing and will disappear after a moment. It will be convert the .pack to a folder named unpacked data. Now all the files are ready to use.

How to create a .pack file?
It's as simple as opening them, however, there are some catches that you have to follow as I'll be showing them here.
Also in the default Haydee folder (steamapps\common\Haydee) there is another program called packer.exe. This time you have to drag-and-drop ALL OF YOUR FILES (FOLDRS TOO) into it.

Then a new CMD window will pop up.
First, you just have to type the name of your pack and add ".pack" to the name, because otherwise a bad file extension will be made. So, it must look like this: packname.pack. After that, press ENTER.

Then it will ask for package priority. I have no idea what it is, but no matter what you will type here, it will work. You can just type eg. "1". Then again press ENTER.
And now your .pack file is fully done.
How to locate .packs (mods) from workshop?
As I mentioned before, mods from workshop (like outfits or maps) are stored on your computer saved as .pack files. Their path looks like this steamapps\workshop\content\530890.

In the folder 530890 there are other folders also with a number sequance.
Please note that if you didn't download ANY mods from workshop, the 530890 folder will be empty.

Those number sequence correspond to mods' ID. You don't have to check the ID, because the content inside them will probably be named properly. Still though, you can check the ID by opening the mod page in your web browser.

Each folder contains a .pack file. You already know how to deal with that now :)
