Costumes are first unlocked by completing the challenge then purchased with Gold Coins. 400 Gold Coins each costume.
Note: Each Costume is unlocked per character. So that means you will need to do the challenge for each character.
Costumes are numbered in the order in which they appear in the game menu from left to right.

Personal Notes and Thoughts

I just learned the Steam Card for the Shop Keeper is called Jade (NPC). So, I'm going to assume the Shop Keepers name is Jade.

A forum thread asked what the "F" in F. Norris stands for. I did a quick google search of Chuck Norris characters and Frank Shatter (F. Shatter = Fist Shatter?) from Hellbound came up. So maybe the "F" stands for Frank and is combined with Norris, to be Frank Norris. Chuck Norris is a popular actor who fought bad guys with some martial arts and a gun. Even Chuck's and "Frank's" facial hair and mullet match.

I would say the reference is the Hulk. Clothes matching, green skin, brute force fighting.

It's pretty crazy that there is an exact match of a green minotaur, BUT the one from Dr. Strange uses magic and typically wears red. I would ask if Rintrah is well known, cause I would lean towards doubting the dev knows Rintrah. I'm not a comic buff or anything.

While it's likely Ricardo's costume 7 is probably inspired by the Hulk, I'd like to point out that there is another Marvel character that's even closer in appearance to it. That character is Doctor Strange's former apprentice in the 90's, a LITERAL Green minotaur by the name of Rintrah. What's even more surprising is that they also have similar personalities. Like Ricardo, Rintrah is humble speaking, polite and has a strong sense of justice.

Took a bit of searching to find the colors to match, but I did find it. Common colors were silver metal and brown.
I am bothered that the yellow is not closer to gold, as it seems to be in the original FOTNS. Instead it's a yellow green color here.
The hair color doesn't match.
I feel it's a bit of a stretch... but I do see what you're saying.

Does not appear to be mentioned here, but Norris's outfits as a whole seem inspired by Kenshiro from Fist of the North Star. Kenshiro's suit is normally blue, but the shoulder pads seem to shift color based on artist. Usually gray or yellow (when he's wearing them). So could be costume 1 or 9.

I disagree with you on all counts.

Guy from Final Fight never wore blue. Guy's gi ranged from red to orange, with brown or black straps. Check a few comments below and you will see my reasoning.

Ricardo IS a Haggar reference. Another comment about Haggar just one more comment below the Guy one.
Haggar never wore brown pants, except when he is in his office answering phones calls from bad guys. Not even his alternates wore brown pants. Nor did he ever wear a hat. The only argument here is that he has no shirt.

Gal is a reference to Guy, thus the name, Gal. Cody wears a white shirt, blue jeans, and has blonde hair. Costume 11 doesn't match up at all. Cept for maybe the white skirt, which is on the wrong place.

Thank you for your comment, but I feel you were just guessing here without doing a small amount of research.

2nd Costume from F.Norris I'm pretty sure has to be a reference to Guy from Final Fight. They even kept some of his moves like the first hit being the simple backhand, running attack being the slide and the neutral special is also the same being the diagonal rising tornado kick. I see no reference to this being Goku just beside the Orange suit and Black hair. This makes even more sense when you realize it's his free Alt, it just has to be the devs throwing a wink at us old beat-em-up players.

Also I'm also convinced the 15th Costume of Ricardo is Haggar since he never wears a shirt and has those dark green/brown pants.

It seems Gal has no Cody reference unless it's meant to be her 11th Costume with the light blue and white, I guess?

I looked at a bunch of pictures of B. Jenet and if this was his intention, he failed pretty hard. The main features are, purple dress, blonde hair, blue eyes. The only thing that matches is the purple trim and the blonde hair. In my opinion, it is safe to say this is not a reference to B. Jenet.
