How to Access the Civ III World Editor
The Civ III World Editor is included in the Steam version of Civ III Complete. However, it cannot be accessed through the Steam interface. It must be located within the games directory and launched from the explorer.

Navigate to:
C:\Program Files (x86)\Steam\steamapps\common\sid meier's civilization iii complete\Conquests

Launch the Editor by executing Civ3ConquestsEdit.exe

“Alternatively, you can navigate to actual scenarios or conquests produced by somebody by double clicking the Conquests or Scenarios folders and then navigating to the scenario or conquest you wish to see through the editor” (Darb05, 2012).

Program Files(x86) is the first and main problem. Even just in Program Files is just as bad. Civ 3 likes to put the files its Programme Files aera. Win Vista,7, 8,8.1,10 do not like this. They all have a very different programme path than old civ games. I just put Civ 3 where Windows don't care. I have my Civ 3 in C:\Games\Civilization Game if using duel discs.... : or just C:\Civilization Game if from a single Disc ... i am not sure if you can extract Steam version from their way of the file path. I suppose you could just Cut and paste ... lol ...

I'm surprised that when I open the Civ3ConquestsEdit application it displays the error "Could not locate Civilization III: Play the World. I cant open the editor can someone give some advice?

"Issue resolved if anyone still has it, Launch the Conquests Edit on compatibility mode for XP and it works like a dream."
