Yes, the books work, the chests are not a placebo. If you are willing to trust a guy with pick showing all reds (and only character name censored, sus, as if its not his) than trust in this:
I just opened 250 commendation chests, 150 emperors and a gaggle of other chests. Every red i got except a few was champion+ emperor. Not a single red from non champion chests, 1 single red and 1 single skin from commendation chests, one red from over 200 non-emperor champion chests and the remaining 7 reds were from champion+ chests (difficulty clearly matters more than anything but a non-emperor non-champion chest has such a madly low chance that you might as well play your entire life and not collect 10 reds).

If anything i would say that considering the difficulty/chance/challange/time ratio, you should only go for champion emperor chests when going for reds. Go or CHAMPION boss maps or chaos wastes.
