Using emulator
Some old gamepads can't work properly in this game, it can be fixed by using x360ce (controller emulator). You need 64bit version of this for 4GO.

https://www.x360ce.com/ - this is website of this program

IMPORTANT

Move x360ce_x64.exe into \Steam\steamapps\common\Cyberdimension Neptunia 4 Goddesses Online\CyberdimensionNeptunia4GoddessesOnline\Binaries\Win64 (will not work in other folders)

Then launch it, do everything it says. It will create 2 files in Win64 folder.

Now you can close emulator and play the game. Doesn't need to run emulator from this point it will work automaticly.

If you still have problem with x360ce
Go to x360ce 64bit. There is pad Game settings on right side of panel is part named XInput files. Check all 64bit xinput file boxes and uncheck 32bit ones. Also check all boxes under Hook Mask except of DISABLE then press Apply/Synchronize settings. Do it for all files in "My game settings".

If your game crashes after launch try to disable Force Feedback

Path to current working directory (Path to the .exe) may not contain non-latin characters. (Cyrillic, Kanji etc..)

Also reinstall all needed .Net libraries + run as admin.
All req. SW is listed there.
• Windows Vista or newer.
• .NET 3.5 (includes 2.0 and 3.0) - included in Windows 7.
In Windows 8 and 10: Control Panel > Programs and Features > Turn Windows features on or off > enable “.NET Framework 3.5 (includes 2.0 and 3.0)”.
• .NET 4.6 (includes 4.0) - included in Windows 8 and 10.
• DirectX End-User Runtime (June 2010) - Required regardless of OS; .NET MUST be installed prior to the DirectX update.
• Visual C++ Redistributable for Visual Studio 2013 - For x64 systems install both x86 and x64 redistributables.

You can also try older version of emulator, it helps in some cases
Google drive link [drive.google.com]

Now play the game, it should work.
Using Steam Big Picture
If your x360ce emulator didn't work or you just don't want to use it, you can "emulate" gamepad via Steam Big Picture.
First, you need to launch it. It's here:

Big Picture uses your gamepad in menu. It can help use it in games too.

Next step is going to Big Picture settings, then controller settings. Set it like i have:
Then go to 4GO in your library, enter Manage Game then enter Controller Configuration.
You don't need to change something here, just close options and run game trough Big Picture library.

Game will work with your gamepad without x360ce, it doesn't work with every gamepad though.

Logitech f310 is the exact same gamepad that I'm using for my gaming lol. Try to press "mode" button on your pad, it should be near your "start" button. On a logitech f310 that button switches roles of a dpad and left stick, maybe you pressed it somewhow without knowing it. That's the most obvious solution that I have right now because I encountered that issue before myself.

so my problem is that my logitech F310 is only able to use the directional pad for movement on a field and uses the left analog stick to scroll and move the menu, in other words the roles are reversed. This is the only game that does this with my controller. please help.

Added link to the older version of emulator and some changes in "problems with x360ce" section. Do not forget to apply settings after you check Hook Mask and 64bit xinput boxes if you do all right it should create a lot of different xinput files in it's folder. You can also do it for game settings too.
