About the Problem
So, about a week ago, I suffered from this stupid bug and started to Google it. Thankfully, after a little scanning of 2-3 forum topics, I found some handy info.. and I think I have found the absolute solution.

The solution comprises 4 parts.

ex. Notifications for Steam Authenticator Code
Synchronise your clock and time zone
My PC clock wasn't showing the time correctly for a while and then I realized that my timezone has changed without knowing. So I changed my timezone to the correct one and enabled the "automatic time zone from GPS" option. I also did that for my phone too.

Here are the steps:
  • Check your time and timezone,
  • Check any additional options, disable if these affect the time,
  • Choose the automatic clock option both on your PC and phone.
Disable battery optimization
This part has been created with your feedbacks from comments :)

Hi, I tried every step in this guide and non of it worked for me..
I have an android 11 phone, and after migrating the steam app and transferring steam guard, lost the notifications for it.
The solution I found is to go to the settings > applications > Steam > battery and inside there is a use battery optimizer, turn the battery optimizer off for the Steam app and it should solve your issue. At least it did for me.
Hope it helps someone.

Battery optimization or Power Saving mode in Android restricts background app activity, including showing notifications, so it could be useful (apparently) to disable battery optimization for Steam mobile app.

This section has been tested on Android phones, but also applicable for iOS too.

Here are the steps:
  1. Open your battery settings.
  2. Go to "App Launch" (Huawei) or "Optimize Battery Usage" (Samsung).
  3. Find Steam app.
  4. Disable optimization, or give access for the app to continue running in the background.

Battery settings and optimization on every device model could be different. So here is a link to a guide[support.convoy.com] showing more steps or options for other mobile phone brands on finding the "disable battery optimization" option.
Remove and re-enable Steam Guard
Everyone knows that deleting and re-installing apps help fixing bugs. I tried so many different combinations for this. First, I started from the classic deleting and re-installing, but it didn't work. So I used some handy options that I read from forums.

Stay logged in Steam on your PC just in case something goes wrong.

Here are the steps:
  1. Delete and re-install Steam Mobile app.
  2. Before logging in, where Steam asks for an authentication code, choose "please help" option and then select "I want to disable Steam Guard and go back to e-mail authentication".
  3. Steam must send you a code via SMS and wants you to enter that code.
  4. After entering the code, log in and go to Steam Guard in app and authenticate your device again.
Delete Steam leftovers from your old phone
I read on the forums that when you change your device or transfer data from another device, data on your old phone may remain active and clash with the new one. So it would be best to give this option a try.

iOS:
- Simply delete the app.

Android:
- Clear the app cache and then delete the app.
Outroduction and Notes
If your problem is not solved, please tell me, with your problem, in the comments section or send a message. Your feedbacks are important.

Since everyone uses their phones differently, or just because some files on your device are different, this guide might not fix everyone's problem. So, it is important to say it in the comments if you still experience this problem after applying the steps written in the guide.

I strongly recommend you to try all the steps before giving up. The second and the third steps are highly effective.

The solutions last updated on July 2021.

This procedure worked :

1. Remove Steam Guard (mobile) from account and switch to Steam Guard (email).
2. Delete Steam app from phone
3. Download Steam app and configure Steam Guard (mobile)
4. Enjoy Mobile Push Notification !

this could also be another cause for the problem and should be added to the guide, and I think it needs a little update anyways...:)

So the TL;DR of this is you need Steam Guard to revert to email mode and you need to clear the Steam cache on your phone. Then re-enable in-app Steam Guard and it should be fixed - worked for me!
