Introduction
Hello! I hope you enjoy this tier list. I made it just for fun. If you do not agree with my opinions, that's okay!

Please note that the perks in each tier are not ranked in order.
S Tier:
The S tier. The strongest perks are in this tier.

Barbecue and Chili
Barbecue and Chili is one of the best killer perks in the game. It encourages better gameplay by persuading the killer not to camp. It will also help you in a jiffy if there are 2 survivors left. This perk is really good, and I feel it is a must have for a lot of killer builds.

Whispers
Whispers is a very useful perk all around. It helps you find the last survivor, it helps with initiation, and it helps you track survivors that you've lost. It is a very useful perk in the Coldwind farm variants as well.

A Nurse's Calling
Using this perk as the Nurse herself won't yield as much as using it with other characters. People will expect you to have it. If it is used as a teachable though, it is AMAZING. It is probably most effectively used with Myers, as he has a small terror, and you won't hear him come sneak behind you. Same effect happens when you use Monitor and Abuse.

Franklin's Demise
Oh boy. Franklin's Demise is a troll perk, so expect some hate after the round. It is actually a great counter for flashlights and keys. A SWF team can fall apart if used correctly.
A Tier
A tier is full of above average perks.

Agitation
Agitation helps you get to hooks faster. Why not Iron grasp? Iron Grasp only adds about ~1.9 seconds to the wiggle time. Agitation is very similar to Iron Grasp, as it allows you to reach farther hooks faster.

Monitor and Abuse
A Myers main's best friend. Monitor and Abuse allows Myers to have 0 terror radius while in Tier 1. That isn't it though, because if it was, it would be B tier. It makes a brilliant combo with A Nurse's Calling. Experienced survivors will stop healing while in your terror. A Nurse's Calling's range is 28 meters, and Monitor and Abuse sets your terror radius to 24, fixing that problem.

Enduring
One of the best counters to Decisive Strike, one of the most if not THE most annoying survivor perk in the game. It also helps with Pallet looping by reducing stun times, subsequently allowing you to play riskier.

Overcharge
Overcharge DESTROYS survivor progress on gens. This perk is a good perk to use with the Doctor himself, as Madness will make this skill check VERY hard to hit. Great for finding out when a survivor is working on a gen.

Brutal Strength
Not much to say about this perk, other than it helps with Pallet Looping, but also survivors that try to blind you after destroying a pallet.

Lightborn
Completely negates flashlights. If there are survivors with flashlights in your game, you can pick someone up without worry.

Deerstalker
If you are playing a killer that can insta-down, you want this perk. It allows you to down 2 survivors and find them both easily. Helps when there is only 1 survivor left in the dying state, too.
B Tier
This tier is full of average perks.

Hex: Devour Hope
Very hard to pull off a Devour Hope build, but when you do it is one of the most satisfying feelings in the game. Here is a guide I made about it a while back: http://steamcommunity.com/sharedfiles/filedetails/?id=1199788942

Hex: Ruin
WAIT, WAIT, before you go into the comments section to complain about this one, hear me out. I have never had a game where my Hex: Ruin had lasted me the whole round. It isn't meant to do that. It is a good stalling perk, commonly used in higher ranks. It will either last you a while, or get cleansed immediatly. Using this perk is a gamble, it will succeed half-a third of the time, and failt the other times.

Hex: No One Escapes Death
Expect to see a lot of hexes in B tier, because hexes are not good enough to be in A tier, but not bad enough to be in C tier (Though a few are terrible). Hex: No One Escapes Death, or NOED, is a surprise perk. It causes all attacks to instant down while the exit gates are powered. This allows for easy kills when a survivor trys to body block you, or you are in a losing chase. It allows you to kill all of the survivors in a round where you didn't kill anyone. The only reason it is in B tier is that it is a hex. Sometimes, it will turn a totem that is CURRENTLY BEING CLEASNED into NOED. That happened to me as survivor once, I was so confused when I heard the boom.

Blood Warden
Funny thing, Blood Warden. Survivors get all excited because they just freed their teammate, they're running for the exit, annnnnnnd...bam. Just like NOED, Blood Warden turns a losing game into a winning one, especially when combined with NOED.

Hex: Thrill of the Hunt
Hex: Thrill of the Hunt, or TotH, isn't a good perk when used by itself, but when it is used with another Hex perk, you can easily defend your totems.

Knock Out
Good for slugging, and when you don't want your position known to other survivors. Mostly useless against SWF, though.

Overwhelming Presence
Good substitute for Franklin's Demise, but slightly better then Franklin's Demise in depleting an item's charge completely.

Remember Me
Not as good as other Exit Gate perks, but still effective enough for B tier.

Unnerving Presence
Unnerving Presence is okay by itself, really only useful in lower ranks. Would be a C tier, if it weren't for it's great counter play to Decisive Strike.

Hex: The Third Seal
Because of the buff, Hex: The Third Seal is actually viable now.
C Tier
The C tier is full of perks ranging between slightly-extremly below average.

Beast of Prey
Beast of Prey is one of the least seen perks in DBD. I don't think I have ever fought a killer who has used it before. C Tier, as observant survivors will pay attention to your model instead of your red stain.

Iron Grasp
Isn't as good as Agitation, but if you are a newer player, it is more forgiving in terms of the survivors wiggle effect on you, and it is easily aquired because it isn't a teachable perk.

Hex: Huntresses Lullaby
Effective if the people you are facing aren't good with skill checks. If they aren't, then you will hear a lot of sound booms. Good combo with Overcharge. Would be B tier if it weren't a Hex.

Shadowborn
Isn't as good as it was pre-nerf. The better night vision is negligible. The only real use of it is the FOV.
The FOV is the only thing stopping this from being D tier, but if you want FOV, go for Monitor and Abuse.

Stridor
Not much to say. Breathing in pain is already a problem. This perk is almost overkill. Still helps, though in the cornfield and Lery's.

Territorial Imperative
See, the thing about this perk is that everyone underestimates it. It isn't a VERY good perk, but it isn't as bad as people say. Occasionally someone will go down into the basement to loot the chest, or to save a teammate. When I am matched with the Huntress, I don't go into the basement out of fear of this perk. It is, however, an annoying perk because it encourages camping. If you have Barbeque and Chili equipped as well, it doesn't really work out.

Tinkerer
Effect isn't extremly powerful, but noticable nonetheless.
D Tier
Well, we're near the end of this list. This tier is for perks that are bad, but not useless enough to be put in F tier.

Fire Up
The boost isn't very large. The vaulting speed isn't increased much at all. It's only really noticable on gens and pallets, and even then it isn't much. Would be C tier, if you didn't have to be LOSING for it's effects to come to good use.

Bitter Murmur
Bitter Murmur is a perk that sits uselessly in your slot until the exit gates are powered, then it actvates for a few seconds and ends. The only thing stopping this from being F tier is it's combo with other exit gate perks.

Dying Light
Encourages tunneling. Usually isn't effective, as it's your obsession that you need to hook. That's 1 out of 4 people, and obsessions have Decisive Strike. It also gives your obsession an Altruistic boost, so if you hook the wrong person, they'll be out and healed up fast. I was debating on putting this in C tier, though it's conditions are really tough to fulfil. It's not F tier either because it's boost IS extremly powerful.

Insidious
Why isn't this in F tier? You may ask. It is a terrible perk. It is only good for 2 things. 1: Krueger's aura reading, and 2: If you see someone running for a hooked target, it counters Borrowed Time. Otherwise, it's a terrible, campy, useless perk.

Sloppy Butcher
This is not F tier because it leaves behind a nonstop river of blood.

Thanatophobia
The decrease is almost unnoticable with 1-2 people, very small with 3, and in the rare case of 4, okay...ish. It is good against No Mither, though, because it will cause the other survivors to dislike the decreased speed, giving them less incentive ot save them.

Unrelenting
Only really good if you miss lots of hits in the first place. good for Nurse training, though, as it causes missed blink hits to have less of an impact.

Spies form the Shadows
Not much to say, other than it's unreliable, and doesn't really tell you their location.
F tier
Full of the worst of the worst perks. These are perks with almost no use.

Blood Hound
Do you want blood to be more visible? Well, too bad! This perk doesn't really do anything, but make the blood so slightly more visible to it's already perfectly visible state. If you could see the blood through grass patches, it MIGHT be at most D Tier.

Distressing
I would rather leave a perk slot empty then to use...this. it completely destroys A Nurse's Calling, and Myers. It's only really good on the Doctor.

Monstrous Shrine
Wow. Just wow. If this perk affected all hooks, it would be maybe in the lower B tier. But it only affects basement hooks, and it doesn't do much at all. Just shaves off a few seconds.

Play With Your Food
It ONLY works on the obsession, and you need to let them escape 3 times. Then what? When you attack twice (to get them into the dying state) you lose 2/3 of your stacks. Only good on the Wraith.

Predator
11 second scratch marks. That's complete overkill. By the time you see them, the survivors already far away...

Save the Best for Last
Okay, let me put this into persepective. This perk only works when your obsession is alive. You need to be in a constant chase for 20 seconds. If you break Line of Sight for 10 seconds, there it goes. Okay, so let's just say you hit it? Then what? You get an attack cooldown that is slightly shorter. That's it. When does that help? So many requirements for something that isn't even worth it.
Final Thoughts
I hope you enjoyed this tier list. I think I spent too much time on this, no one is going to see it. If you would like me to make a survivor tier list, or give some CONSTRUCTIVE critisism, I would be glad to hear it.

@We Potato Yeah.. If you know of any up-to-date tier lists for both Killers and Survivors that would be nice. Still new and all to the game. So far anything for 2019 info is in Twitch streams it seems.

you're welcome but you realise this tier list is old right

Some of these really bad perks give extra blood points, though. But good to know perks that'll actually help me out. <3

So some of the descriptions/placements are outdated
dong konkey  [autor(a)] 23/jun./2018 às 16:34
Well WDL, thank you for the constructive critisism. I do agree with you, however I did make this list months ago, a little bit before the Wraith Cube
FireBlaster 23/jun./2018 às 8:53
For the others, they're perfect. If there were Pig's perks I think it would be:
Make Your Choice: S
Hangman's Trick: D/C
Surveillance: F/D
FireBlaster 23/jun./2018 às 8:50
Bloodhound = B
Shadowborn = A/S (I can't play without this perk, it makes a lot of difference for me)
Beast of Prey = D/F
Hex: The Third Seal: D
Tinkerer: B/A (S on wraith and doctor)
Franklin's Demise: B
