If you have a North American country, take a look of Alaska because the Russian submarines can destroy the north coast and then came near California.
You're probably thinking, but what about my cities? Face it, you were never going to save them all, you must concede that cities will be hit, and you must compromise of which region you will want to concentrate your defences. Just remember 3 general rules:
1) Group in 6's
2) Don't place too close to the border as the enemy may place radar there to catch you out
3) Try not to place on top of cities, as if a said city gets hit and your silos is right on top or too close, the silo recieves splash damage and counts as 1 of 3 hits to destroy the said silo.
