In short, you have to "unzip" the downloaded mod, and place the file with the .VPK extension to your "addons" folder. You'll need to locate your Steam folder, down to "steamapps\common\Left 4 Dead 2\left4dead2\addons\". Inside there is a "workshop" folder, but it is only for automatically downloaded (and updated) Workshop addons, so you need just the "addons" folder.
To locate the game folder more quickly, right click to go to the game's properties. In the "LOCAL FILES" tab there is a "BROWSE LOCAL FILES..." button; from there you only need to move forward two more folders - "left4dead2\addons\".
Yes, indeed, I and many other players travel to New York just to download mods for free. Makes PERFECT sense. Especially if I need to redownload MY OWN ones for some reason. Your logic is CRAZY; this is a DISASTER, really.
I don't know how old are you (and at this point I'm too afraid to ask), but I deemed confusing "pick a server location from which you want to download" with "you must actually BE here to download" impossible for a human being intelligent enough to turn a computer on.
