I don't think he had the best design. The majority of the Casino Bosses are prepared by King Dice (e.g. King Dice lights up the Cigar, pulls out the Magician's Rabbit, sets up the Craps Tokens)

Phear Lap just... came out of nowhere. He also has nothing to do with a Casino - only Horse Betting
