Spain do get Cuirassiers.
Only few nations have access to "strong" light cavalry. The majority don't have. Spain gets Colonial Light Cavalry, which are average light cavalry and easily accessible like Colonial Dragoons. Only four nations get Colonial Light Cavalry.
Spain doesn't have Native Indian Cavalry, while other colonial powers have. So yes, Spain doesn't get any lancer cavalry.
There's also no mention of Spanish grenadiers here. They're standard, but theirs are the cheapest, by significant margin.
I think Spain's cavalry roster is still above average. Carabineers are early missile cavalry, before you get Light Dragoons, which are better. There's a significant time gap between the appearances of Carabineers and Light Dragoons. Carabineers are slightly better than Mounted Tribal Auxiliary and only a few nations have access to them.
