Assuming the TDM Base and TDM Chevrolet addons work,
try unsubscribing and then delete chevrolet_spark_sport_skin in your garrysmod addon folder.
For me, it is located in C:\Program Files (x86)\Steam\steamapps\common\GarrysMod\garrysmod\addons.
Start up your game, start a single player game, wait for everything to load up. Once everything is loaded, quit the game and re-subscribe. Once it downloads, see if it works. If it does not show the skin, post another comment and I will see what else could be done.

It wont work
I subscribed to it and it still wont work
