@Milkiway_WIshes It happens when that character have a certain event. I'm guessing you talked to Gonta when Angie just formed the student council group. all student council members were 'busy' during that time and gives no fragments

To my understanding, Tenko is a case like Sakura and Aoi in the first game - during a certain chapter, you can spend free time with her, but you won't actually advance her Report Card.
