GeDoSaTo
GeDoSaTo is a tool from the very same guy that fixed Dark Souls 1 in one night. It allows for many things, mostly downsampling, however it also allows you to make certain games operate in borderless window.

You can download it here: http://blog.metaclassofnil.com/?page_id=582
Be sure to read the installation instructions and follow them to the letter.

Making it work
Before you launch RO2 however, you need to configue GeDoSaTo to work with RO2 and make it borderless.

First launch the tool. Second click "Edit Settings".

In settings click the little + at the botton of the window.

Type in "ROGame" and press "Create".

If there already is one, which I don't think there was, just select it from the drop-down menu.

In the text, type in "forceBorderlessFullscreen true". And press Save.

Almost there, only one thing left, adding ROgame process to the whitelist.

Click on "User Whitelist" and at the bottom add "rogame" then press "Save"

And you're done. Be sure to have GeDoSaTo running Activated before you start the game.

Additional notes:
Do note that you should have the game set up to fullscreen in the options, not windowed.

Also, according to comments the Discord overlay does not work with this method, thank you for noting and sharing it.
Disclaimer
This may or may not work for you. It shouldn't get you VAC/PB banned either. I want to stress MAY and SHOULD. If something goes wrong, I don't bear responsibility. I want to emphasise that to put my paranoid mind at ease.

I can only assure you of one thing - it works for me.

And yep, you have to have it set to fullscreen. GeDoSaTo does not work like Borderless Gaming, and does not need the game to be set to windowed.

Only have the steam overlay active, and that one works fine with this. I am not using the Discord overlay, so no idea. It may interfere, but if it does, I can't see any other way to fix it but to disable the Discord overlay.

Just to add an update: Some overlays will interfere like the Discord overlay (which normally works with RO2) preventing the game from starting. Also, note that you need to tick fullscreen as well.

Doesn't work. All I get is a splash image of the game and it closes without saying anything else.
