Yeah it is an NVIDIA problem , I have an RTX 3060 6GB paired with an i7 10750H and i can barely run the game with settings higher than normal.

if you have a nvidia GU, use Nvidia scaling/native and AA Filmic and High.. set in main menu and restart. Test

Check your film grain, screen space reflections etc. If you have film grain enabled disabled it asap.
