Best way to fix steam is to uninstall it then, litterally go through your windows registry and "control + F" search for steam. Delete every reference to steam. Probably take an hour because there are hundreds. Then delete every steam folder in your computers C:\ drive users and program files (x86) basically anything related to steam. Then do a clean install.
That would work, or reinstall windows which is an even bigger hassle. This is the only way I know for sure that you can fix any steam corruption for a truly fresh install. It's like a worse case extreme fix but it will fix anything. I've had to do it once.
