The Daggerfall mod description says you can find it at the soltiude docks... good luck ;)

You find the Dawnbreaker Sword by going to Meridia's Temple after you reach level 12, it is a big statue on the right hand side of the dowhill road from Solitude. Meridia will ask you to guide her light through the temple and cleanse it and kill the necromancer within. Doing so will let you take the Dawnbreaker from it's pedistal/altar!
