It's such a confused game; What wants it to be? It is not a digital museum through encryption history, since it is lacking basic explanation about the more advanced puzzles like Vigenère and Enigma.

It is also not an interactive puzzle, since there is no interactivity in the game whatsoever. You just read the text, grab a notepad and type in the answer when you're done, even at the Enigma and "challenge" (read: random puzzles without introduction about their mechanics, except the devs text to just google it) puzzles.

I expected it to be like TIS-100, or at least 25% of the quality of that game. Cipher just left me with a sour taste in my mouth and the feeling of getting ripped off; It is exactly everything that gives small devs a bad name.

Read Wikipedia, one of Elonka Dunin's great books or play the countless of browser encryption games; You'll feel a lot better.
