One of the games with the most interesting stories i've ever played. Both the soundtrack and artstyle are supreme and the gameplay is really fun, even tho it's better in Hotline Miami 2.
Earning the achievements is fun and kinda hard, but it keeps you going.

I would give it a 10/10
