You are an android the entire time, part of a Vault Tec experiment where everyone was slowly replaced by androids and you were the last one the be replaced so you were rewarded with eternal life. Once you complete the main story and face off with the android copies of yourself using the space gun that only you can use via deus ex machina, you are allowed to continue exploring the wastes. This is the reasoning behind no level cap, you can just learn everything because you are a computer. Once you gain access to the android facility, you can make it a settlement and turn your androids into an army to control the wastes. You can even recover the space craft shot down by Mothership Zeta in Fallout 3 and harness it's tech to create Alien androids and weaponry.
