CS2 is a completely new game, not an update. Those positive reviews are for CS:GO, not CS2. When it was removed, CS:GO was the better game, and still is. It had more game modes and was the more polished game. CS2 will hopefully get there over time, but at the moment enough things are broken to ruin the gameplay experience.
CS:GO wasn't perfect when it was launched. The difference then was that you could choose to still play CS:Source if you wanted. The underhand way that this games has been hoisted on players as an update, so that CS:GO could be killed off to simplify things for Value sucks. One rule for Valve, one rule for the others.
