In all honesty, my expectations....I have no idea what they were.
Honestly, I feel like the only reasons it was a huge let-down was due to the decisions made by Ubisoft, and the fact that it was insanely over-hyped. 14 hours in, and I've honestly had a ton of fun with this game. Although it's very simplistic, it's cool.

Also Watch_Dogs 2 is coming out next year. Prepare for under-hype.

This game is singlehandedly the most broken game I have ever had the displeasure of wasting my life and computer space on. Judgeing by the reviews, this game is a broken, jumbled mess of drunk code just waiting to embrace a player with it's disgusting presence. I tried about 10 different methods to get the game to launch through Steam, and none worked. Then I tried several other methods recommended by Steam Support, and still nothing. As it turns out, the only way the game will launch on my PC is to go into the Steam files, find the folder for the game, navigate to another folder, and launch the game from there. And even after waiting for 20 minutes, the game still gives me the "Connecting" screen. Seriously? I downloaded TF2 faster than this game takes to load! And TF2 has twice as much content as this! All this stuff just for a Promo item in TF2? Unacceptable. And even as I'm writing this very review, the game still refuses to stop "Connecting". What do you have to connect to? I've wasted less time attempting and succeeding in finding people who aren't complete brats and 10-year-old kids Call of Duty than trying to get this game to launch in the first place! Spending time trying to get this game to run was a waste of my time. Give me my life back!

Valve could make positive headlines and serious profit if they put effort into making an anticheat that isn't absolute garbage, then selling it to other companies. But Valve would rather make an entirely new hero shooter than address any of their games bot problems.

Also the new game will have the exact same problems the moment it releases. I do hope they realize that.
