Sorry, was misinformed since Yoyo/opera were pretty vague and weird abt new licence stuff so its a communication mess. But yes you can export to windows, mac and ubuntu with old license, but only with the current Game Maker Virtual Machine and YoYo Compiler options.

It is also free to export to every non-console platform for non commercial use with the new free license.

How ever the new license will give you access to a new compiler, the 'GMRT' compiler which we don't really fully know its capabilities yet. It apparently has parallelisation, concurrency and modularity in mind with a general shader overhaul to make Game Maker up to WebGPU standar.

But this version of the 'GameMaker Studio 2 Desktop" application on steam isn't going to be updated past 11.2023, you will need to just install the 'GameMaker' application on steam, you will need to log into that to get access to the old licence none the less.

I can still export to Windows, Mac and Ubuntu even with the new version so idk

As of after 11.2023 Legacy Licences are not going to be updated/supported by yoyo.
You will need to buy the new version of Game Maker to export to windows.
Luckly it's now no longer a subscription but a one time purchase, but the decision still leaves an awful awful taste to us.
