Hi.If it was you who asked me about the "certain time"?It came into my mind after the competitive match that The certain time restriction you mentioned should be the policy on under-18s which limited their gaming hour in hope of protect them.One important reason is the horrible 51% myopia rate.However,this policy has nothing to do with adults and game platforms outside of china such as Steam.
