I liked it.

Pros:
- Huge map
- Fun to play with friends
- Lots of missions and other tasks to keep ypu occupied
- Gunplay is fun, but a little arcady.
- Looks great

Cons:
- Bad vehicle handling, but the bikes are OK.
- Poor optimation, but it ran fine with my specs. With a few tweaks.

AMD FX 8350 4Ghz
GTX 1070
16Gb ram

Ran the game at 1440p with most set to very high/high with a fps at 50-60.

$59.99 wasted and 22 hours of my life that I will never get back..

As said by others. The city feels lifeless. The driving mechanics are beyond horrible. Hacking is just a dumbed down QTE with a minigame from time to time. All in all, not a great experience.
