"This is really simple. If all you want to do is take a PeTI map and export
it for use in Hammer.
While editing the map you want to export in PeTI type in the console:
"puzzlemaker_export new_map_name"
This will export the .vmf file for your map to:
"Steam/steamapps/common/portal 2/sdk_content/maps"
You can then load up that map into Hammer with no problems.
To upload to Steam workshop you won't be able to use the in game up
loader but there is a program called:
"p2map_publish.exe"
Which is located in:
"Steam/steamapps/common/portal 2/bin"
>From that program it is pretty straightforward the only difference is, you
will have to upload your own screenshot for your map instead of it making
one automatically for you."
