This is an improvement on MV in every single way and as someone who has spent a countless amount of time using XP and well over 1500 hours in MV I would highly recommend this as the maker of choice. The only thing it is missing is priority for tileset pieces like XP has, but it more than makes up for it by combining every other feature of XP and MV, then adding a bunch more on top of it such as native resolution changing and auto saving, as well as a new battle type which is ATB like Final Fantasy VII.

If you are struggling to choose which RPG Maker is right for you, this one is it. I can tell you that unequivocally as someone who has been using RPG Maker for 15 years.

It's worth getting MZ instead. There are a few use cases where you'd want an older one but if you're just starting out, it's usually the best to get the latest RPG Maker unless you don't have the money for it. MV often goes on sale for like $20 so it's a good beginner pick if they need something on the cheaper side. Otherwise though, MZ is definitely worth getting.

There are also 30 day trial versions available for you to mess around with over on rpgmakerweb.com so I'd highly recommend doing that first :)

Wow. You've clocked a lot of hours on MV. I own the other RPG makers and Im wondering if this one might be worth getting when its on sale. Should I jump in at this one or start with MV? Is this one a big step up? Or a big enough step up to warrant learning this one instead?
