Also, I have not yet been able to identify the Seneschal yet, though they may be NPC 807; choosing them as the "Caught" NPC with your Savetool causes the game to crash. There are several other NPCs that I have yet to Identify. I'll check in again once I've made more progress.
Also, an NPC named Amity, a woman who you talk to during the Salvation quests (The one near the tavern who is always carrying an oil pot), appears to be NPC 587 in the list, however I know for an absolute fact that she is NPC 596. It's tough going, but I'm using your Savetool to identify everyone by giving them rings, and copying appearance to other NPC's when I can't do that.
I recommend my latest Hunk video. Capcom should make it canon.

I do hope a fully updated playable Mr. X mod gets finished soon though, so the game is less heart wrenchingly terrifying for me :(
Mods are progressing extremely fast for RE2 so I think a lot stuff will be doable a lot faster than it took for games like RE5 and RE6.
In the same vein "Playable Boss Wesker" was a mod for RE5 before.
I like using Hex Workshop as that lets you highlight any number of bytes and it will automatically show what those bytes would be as integer or float, which makes looking through binary data faster.
That contains a partial list and it mentions where you can figure out the ID of any NPC.
Something else occured to me. I just beat the game again, and something came up that I completely forgot about. When the Senschal offers you peace, he makes an exact NPC copy of your character, one that you can even talk to. If the Seneschal does in fact have special code that would make it hard to copy over appearance for, would this NPC be in any way easier to use for the same purpose? Or would it be the same kind of situation?
