After putting in the hours, I can say that the game is really easy to understand. Everything starts to feel natural after you've built a few cities and learned from your mistakes. Planning roads, zoning districts, and budgets.
If you've never played City Builders before, be ready for a rough start. Do what it says and use the tutorials. The game will get better and more fun as you go.
It's a great city builder that takes some time to learn but is well worth the time.
